SUMMARY

The Recruiting Specialist leads talent acquisition efforts for the Grand Traverse Band (GTB) within the Human Resources Department of the Shared Services Division. This position manages full‑cycle recruitment across all eight GTB divisions, developing effective sourcing strategies that align with tribal values and employment preferences. The Recruiting Specialist promotes GTB as an employer of choice while upholding the Indian Preference and TERO (Tribal Employment Rights Ordinance) standards. The role emphasizes community engagement, professional relationships, and efficient hiring practices that strengthen the tribal workforce and promote long‑term employment success.


MINIMUM QUALIFICATIONS

  • Bachelor's degree in Human Resources, Business Administration, or related field preferred.
  • Three (3) years of recruitment or talent acquisition experience required.
  • Demonstrated experience in full cycle recruiting and use of applicant tracking systems (ATS).
  • Understanding of (or commitment to learn) TERO requirements and tribal hiring preferences.
  • Excellent communication and relationship building skills.
  • Proficiency in social media recruiting, digital sourcing, and networking for hard to fill roles.
  • Valid driver's license and acceptable driving record required.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Manage the full recruitment cycle for all positions across GTB's eight divisions - from job posting through selection and onboarding coordination.
  • Partner with division directors, department managers, and hiring supervisors to define position needs, assess ideal qualifications, and refine job postings.
  • Draft, review, and optimize job descriptions to attract top talent while ensuring clarity, inclusivity, and tribal employment preference compliance.
  • Post job openings through tribal and public channels, career boards, and social media networks.
  • Source candidates using multiple methods including direct outreach, professional networks, and partnerships with tribal colleges and community programs.
  • Conduct initial screening interviews, evaluate candidate qualifications, and coordinate subsequent interview rounds with hiring managers.
  • Verify Indian Preference eligibility and ensure full compliance with TERO regulations.
  • Build and maintain proactive talent pipelines for high priority or hard to fill positions (e.g., healthcare, natural resources, education, and law enforcement).
  • Plan and coordinate recruitment events such as career fairs, community gatherings, and tribal recruitment initiatives.
  • Manage the applicant tracking system ensuring accurate data entry, workflow tracking, and timely candidate communications.
  • Conduct employment reference checks and coordinate background investigations with Regulatory Division personnel.
  • Extend conditional offers of employment and assist in onboarding coordination.
  • Develop and maintain strong relationships with tribal colleges, academic institutions, and workforce organizations for candidate sourcing.
  • Track recruitment metrics (time to fill, source effectiveness, applicant demographics, etc.) and produce data driven program reports.
  • Support GTB's internal mobility efforts and succession planning by identifying potential internal candidates. 
  • Participate in employer branding efforts and community outreach to promote GTB as an employer of choice.
  • Collaborate with HR Coordinator and Shared Services team to ensure smooth new hire orientation and paperwork completion.
  • Design and deliver training sessions for hiring managers on fair interviewing, bias reduction, and Indian Preference best practices.
  • Implement digital talent marketing campaigns or video spotlights to highlight GTB career pathways and success stories.
  • Partner with Education and Human Services departments to align internship and apprenticeship programs with employment pipelines.
  • Other duties may be assigned.

  • Persuasive communication skills for engaging and negotiating with candidates.
  • Cultural competency and sensitivity when working with tribal members and community partners.
  • Proficiency with HR databases, ATS technology, and Microsoft Office applications.
  • Comfortable using social platforms (LinkedIn, Indeed, Handshake) for sourcing.
  • Ability to maintain strict confidentiality while handling candidate and employee data.
  • Understanding of diverse occupational roles ranging from entry level to technical and executive positions.

EDUCATION and/or EXPERIENCE

  • Bachelor's degree in Human Resources, Business Administration, Marketing, or related field preferred.
  • Three (3) to five (5) years of hands on recruitment experience required.
  • Experience in high volume or multi department recruiting preferred.
  • Experience applying and managing tribal hiring preference or TERO processes desirable.
  • Professional recruiting certification (e.g., AIRS, CIR, SHRM TA) a plus.
  • Familiarity with recruiting in government, healthcare, or public safety organizations preferred.

DRIVING REQUIREMENTS

  • Valid driver's license and acceptable driving record required.
  • Regular local and regional travel for career fairs, recruitment events, and outreach activities.
  • Occasional overnight travel to tribal colleges, conferences, or related professional gatherings.

OTHER QUALIFICATIONS

  • Must successfully pass a background investigation and drug and alcohol screening.
  • Must adhere to all GTB confidentiality, employment, and fiscal policies.
  • Must demonstrate professionalism and cultural awareness as a representative of GTB.

SUPERVISORY RESPONSIBILITIES

  • None direct.
  • May provide guidance or delegation to HR interns or support staff during recruitment projects.

EQUIPMENT TO BE USED

  • Computer, multifunction printer, telephone, and audiovisual equipment for presentations.
  • Applicant Tracking System (ATS), HRIS, Microsoft Office, and online research tools.
  • Display and booth equipment for career fairs and recruitment events.

TYPICAL PHYSICAL DEMANDS

  • Primarily office based with prolonged computer and phone use.
  • Standing and walking required for extended periods during career fairs and events.
  • Occasional lifting of up to 25 pounds (brochures, display materials, or event equipment).
  • Cognitive flexibility to manage multiple active recruitments simultaneously.
  • Strong interpersonal and communication stamina in high volume interactions.

  • Office environment within Shared Services Division (HR Department).
  • Frequent travel to community events, job fairs, and educational institutions.
  • Standard business hours with evenings or weekends required for special events.
  • Professional attire required to represent GTB employment brand.
  • Work occasionally occurs outdoors during community or cultural career events.

COMMENTS

Native American Preference will apply. Must be willing and able to pass a criminal history background check with no felonies or serious misdemeanors and a drug and alcohol urinalysis as a condition of employment. Adherence to strict company policy in regard to confidentiality is required.
