Purpose of Job:
The Technical Project Manager provides structure, accountability, and oversight for projects across Application Development, Data, and Platforms. Working directly with developers, data engineers, and system administrators, this role manages project timelines, milestones, and deliverables through all stages of the software development lifecycle. The TPM helps establish and maintain a culture of disciplined execution, cross-team communication, and timely delivery, while also supporting other technology initiatives across the organization as needed, including system migrations, software acquisitions, and interdepartmental implementations.
Languages/Tools:
- Familiarity with: Microsoft Teams, Planner, SharePoint, and Power BI (for status dashboards and communication).
- Working knowledge of: SQL, object-oriented programming concepts, and basic data structures (enough to communicate effectively with developers).
- Project management tools: Azure DevOps, Jira, Trello, Asana, ClickUp, Microsoft Project, or similar industry-standard PM platforms.
- Proficiency in: Microsoft Office suite (Excel, Word, PowerPoint).
- Comfortable reading and discussing C#, HTML/UI structures, and SQL concepts at a conceptual level to facilitate planning and communication with development teams.
Essential Duties and Responsibilities:
- Develop and maintain project plans, timelines, and milestones for software, data, and platform projects.
- Work directly with developers to define milestones, identify blockers, and forecast delivery timelines within the software development lifecycle.
- Ensure visibility into project status through clear reporting, updates, and documentation.
- Establish and maintain systems that improve accountability, follow-up, and progress tracking.
- Facilitate communication and coordination between Application Development, Data, and Platform teams.
- Translate complex technical goals into understandable project objectives and milestones for stakeholders.
- Identify dependencies and cross-team impacts early to reduce delivery risks.
- Help establish, enforce, and maintain a culture of structured project delivery, professional accountability, and transparent progress communication.
- Support consistent documentation and project record keeping standards.
- Partner with department leadership to manage priorities and capacity across multiple concurrent projects.
- Serve as project manager for other Technology Department initiatives as assigned (e.g., system migrations, software acquisition, and implementation projects).
- Provide leadership, process guidance, and project visibility to help the department deliver on time, with quality, and with clear communication.
- Model professionalism and provides positive guidance to all members of the Application Services team.
Additional Duties and Responsibilities:
- Works directly with clients in the collection and creation of application system concepts, User Stories, Business Rules, and system specifications
- Works with third-party contractors, consultants, and companies with respect to application acquisition and integration
- Ability to treat sensitive and confidential matters with discretion.
- Any additional reporting required by the Chief Information Officer or Director of Application Services
- 10% travel required.

Minimum Required Knowledge, Skills and Abilities:
- Must reside in Colorado
- Must have a valid driver’s license
Required Experience and Education:
- Industry-recognized project management certification (PMP, CAPM, PMI-ACP, Project Plus, or equivalent).
- Bachelor’s degree in: Information Systems, Business Administration, or a related field, or equivalent professional experience.
- 3–5 years of project management experience within IT, software development, or data environments.
- Experience managing multiple concurrent technical projects with diverse stakeholders.
- Strong organizational, analytical, and problem-solving skills.
- Excellent communication and interpersonal skills; able to hold technical staff accountable in a professional, collaborative manner.
- Familiarity with software development lifecycles, data projects, and platform operations.
- Proficiency with project management and documentation tools (e.g., Jira, Azure DevOps, Trello, Asana, Microsoft Project).
- Comfortable reading and conceptually discussing SQL, object-oriented programming, and C#/HTML/UI structures.
- Self-motivated, detail-oriented, and able to work independently while supporting multiple teams.
Preferred Education and Experience:
- Experience applying Agile, Scrum, or other iterative project management methodologies.
- Familiarity with Power BI, Microsoft Teams, SharePoint, or other collaboration/dashboard tools.
- Previous experience establishing or improving accountability and delivery discipline in technical teams.
- Demonstrated ability to coordinate cross-functional projects, including system migrations or software acquisitions.
