Responsibilities

The Vice President of Operations is the operational backbone of a high-compliance, small-business defense contractor. The VP of Operations will be responsible for end-to-end execution of all aspects of corporate operations, to include:

  • Program/project management and execution
  • Contract/contract funding management and administration
  • Corporate personnel and administrative security program
  • Human resources
  • Provide leadership and supervise corporate back-office staff and consultants
  • Real property and real estate leased property management
  • Retaining and maintenance of Gnostech’s ISO 9001 program, CMMC Level 2, and other corporate certifications

Position Responsibilities

  • Program/project management and execution: The VP of Operations will oversee and work closely with program/project managers and technical leads to ensure Gnostech is meeting program, project, and contract requirements in support of Gnostech customers. This includes ensuring contract deliverables are being tracked, monitored, completed, submitted as required, and evaluating subcontractor performance. The VP of Operations will work with program/project managers to conduct annual reviews of subcontractor performance.
  • Contract/contract funding management and administration: The VP of Operations will work closely with the contract management and finance team to properly administer existing contracts, manage contract budgets in accordance with defense accounting principles and requirements, ensure submission of invoices and CDRL reports, manage and hold accountable subcontractor requirements and obligations,
  • Corporate personnel and administrative security program: The VP of Operations will oversee implementation, execution, and maintenance of our corporate security program ensuring Gnostech continues to maintain our TS/SCI FCL. This includes conducting annual self-inspections, being responsible for preparing the security team for annual DCSA inspections, identifying investments that need to be made to enhance our security program, assume the chairman of Gnostech’s Insider Threat Working Group and maintaining our Insider Threat program as required by the DCSA, and executing our security training program.
  • Human Resources: The VP of Operations will be responsible for Gnostech’s compliance with all Department of Labor and individual state labor law requirements. Likewise, the VP of Operations will work closely with Gnostech’s HR team to ensure Gnostechians are adhering to Gnostech HR policies, procedures, and process. These include but are not limited to our hiring process, Gnostech’s performance evaluation process, overseeing our training program and training board, facilitating our talent acquisition and retention program, and ensuring annual labor related audits are performed.
  • Information Technology Support: The VP of Operations will oversee management of Gnostech’s corporate IT program including managing the approved budget, working with the President to identify and manage internal IT initiatives, and maintaining security compliance.
  • Provide leadership and supervise corporate back-office staff and consultants: The VP of Operations direct reports include Gnostech’s contracts management team, information technology support, human resource support, and Gnostech’s FSO and AFSO. The VP of Operations will provide supervision, direction, and leadership in execution of day-to-day activities related to contracts management, information technology, human resources, and security.
  • Real property and real estate leased property management: The VP of Operations will be responsible for managing Gnostech’s real property and leased real estate. This person will be responsible for working with Gnostech finance to stay within the approved real estate and real property budget. The VP of Operations will be the primary liaison between Gnostech and property managers.
  • Retention of Corporate Certifications: The VP of Operations is responsible for retaining and/or obtaining corporate certifications to include ISO 9001, CMMC, etc.
  • Business Development, Capture, and Proposal Support: The VP of Operations will work closely and support the President and VP of Strategic Growth and Capture to establish and formalize relationships, engage potential strategic partners, interact with existing customers, and support Gnostech’s proposal process.

Minimum Security Clearance

  • Current active Secret Clearance with the ability to obtain a Top Secret.

Required Qualifications And Skills

  • 10 years in operations management, with at least 5 years in the defense/aerospace industry and significant experience in a small business environment.
  • 10 years of managing DoD contracts as both a prime and subcontractor.
  • Ability to develop and implement operational strategies, policies, and procedures to optimize Gnostech’s business operations and to meet the CEO’s strategic objectives.
  • Experience in managing program/project/corporate schedules, resource allocation, and inventory control to meet contract milestones, minimize downtime, and achieve on-time delivery rates.
  • Experience in hiring, training, and leading a cross-functional operations team fostering a culture of accountability and continuous improvement.
  • Ability to identify operational risks (e.g., contract funding requirements, regulatory changes) and develop mitigation plans; support DCAA audits and contract closeouts.
  • Experience partnering with engineering, program management, and business development teams to align operations with new contract wins and R&D initiatives.
  • Oversee facility maintenance, physical security (in line with NISPOM), and IT infrastructure to support classified operations.
  • Strong knowledge of defense acquisition regulations (FAR/DFARS), ITAR/EAR, and CMMC/NIST standards.
  • Strong experience and knowledge using financial management and project management tools.
  • Leadership experience managing multidisciplinary teams in high-stakes, deadline-driven settings.
  • Excellent analytical, problem-solving, and communication skills.
  • Ability to manage multiple tasks, positively influence team members, establish and maintain excellent customer relationships, and deliver positive results
  • Ability to communicate within the company, prepare and deliver presentations/summaries (both verbal and written), which appropriately address the intended audience.

Desired Skills

  • Previous experience developing engineering and technology solutions with a government customer.

Education And Training Required

  • Bachelor’s degree in engineering, Business Administration, Operations Management, or related field; Master's or MBA preferred.

Minimum Years Of Experience

  • 10 years of experience working in a small business defense contractor.
