As a Senior Construction Permitting Specialist, you will be a key member of the TCLO project team, reporting directly to the construction permitting lead. Your role is crucial from the project's inception, with a primary focus on front-end construction permitting services. This involves conducting the initial desktop project review to define the project footprint and verifying that the spatial data information is put in ArcGIS Online (AGO). You will be instrumental in creating the foundational preliminary permit matrix (PPM) to identify anticipated regulatory needs and the preliminary land rights matrix (PLRM) to assess land rights. While your main responsibilities lie in this initial phase, you will also support mid-level services by monitoring plan changes and back-end services by preparing final permit packages for submittal, ensuring a seamless permitting process from start to finish.
Key ResponsibilitiesResearch and Analysis:
- Assist in developing the preliminary permit matrix (PPM) and preliminary land rights matrix (PLRM)
- Complete desktop reviews of project plans and research federal, state, and local code requirements. Typical permits required may include CDOT utility installation permits, Temporary Construction Access permits, ROW permits, land use permits, ACOE permits, etc.
- Coordinate with other departments to gather construction details from civil, foundation, line, and restoration stakeholders
Documentation and Permitting:
- Prepare and draft construction permit packages for review by the construction permitting lead
- Submit permit packages to jurisdictions and track their status through to approval
- Assist in coordinating jurisdictional approvals for access, road crossings, and right-of-way occupancy
Data and Field Support:
- Update and maintain the project's ArcGIS Online (AGO) site with permit requirements, status updates, and other critical spatial data
- Attend field reviews and site visits to gather data, assess constructability, and support the construction permitting lead
- Support the change management process by tracking and documenting modifications to construction plans
Coordination:
- Work with the construction permitting lead to facilitate meetings and communications with project stakeholders
- Assist in the closeout process for permits and agreements upon completion of construction
