Handler Compliance Analyst
Job Type: Full-Time, Exempt
Global K9 Protection Group LLC is looking for a dedicated and passionate Handler Compliance Analyst to serve as an integral part of the security Team.
The Handler Compliance Analyst supports the Director of Handler Compliance in maintaining accurate, audit-ready records for all GK9 handler teams and K9 detection programs operating across the United States. Reporting directly to the Director of Handler Compliance, the Analyst performs the day-to-day data entry, document processing, and record verification that keep the 3PK9C Data Management System (CWS) current, complete, and aligned with TSA regulatory requirements.
This is an execution-focused, individual-contributor role. The Analyst carries out established compliance workflows, maintains handler and canine records, prepares documentation in support of audits, and escalates discrepancies and exceptions to the Director for resolution. The Analyst does not hold program ownership or the TSA Security Coordinator designation; those responsibilities remain with the Director of Handler Compliance. The role exists to give the Director reliable, accurate, and timely execution capacity across every required data system.
Responsibilities:
Compliance Support & OIP Documentation
- Assist the Director of Handler Compliance in preparing and updating Operational Implementation Plan (OIP) compliance documents, including Attachment A (teams and CWS updates), Attachment B (locations in CWS), and KTN Verification Worksheets.
- Compile and organize documentation in support of TSA audits and inspection requests; provide requested records to the Director for review and submission.
- Support HSIN (Homeland Security Information Network) monthly updates: pull end-of-month reports, check amendment accuracy, and forward to the Director for verification and distribution to Site Leads.
- Enter newly certified teams into Veroot upon certification, as directed.
3PK9C Data Management System (CWS) Data Entry & Maintenance
- Perform data entry and routine record maintenance in the 3PK9C Data Management System under the direction of the Director of Handler Compliance.
- Upload and proof blind audit forms; verify handlers are assigned to the correct K9 pairings and flag any data discrepancies to the Director.
- Update handler Active/Inactive status upon notification; process record changes for resignations or terminations promptly.
- Track and enter certification and recertification dates for all teams; enter K9s in training assigned to future classes.
- Enter Handler/KTN information; verify K9 microchip numbers; confirm accuracy of information (name, K9 name, chip number) before it is submitted.
- Apply Operations Movement updates in CWS as handler assignments change.
KTN Processing & Handler Activation
- Process KTN requests for handlers in training: confirm handler appointments, monitor for TSA approval, and enter all KTN information into KIMS.
- Create and maintain paper KTN files for each handler (personnel file and Operations file); upload digital KTN files into CWS for audit accessibility.
- File and retain certifications per team; move handler/K9 records from Training to Active status in CWS as directed; record and maintain activation dates.
- Submit CBT access requests for students in training in support of AR Certification requirements.
Blind Audit Tracking & Distribution
- Maintain the Blind Audit Tracker: collect, proof, and upload all blind audit forms into CWS.
- Distribute blind audit data to Region Leads and K9 Professionals on the schedule set by the Director of Handler Compliance.
- Identify missing audit records and follow up with regional points of contact to resolve gaps; escalate unresolved items to the Director.
K9 Director & Site Lead Support
- Serve as a first point of contact for routine operational and compliance requests from K9 Directors and Site Leads; escalate complex or policy-level questions to the Director of Handler Compliance.
- Coordinate record updates with GK9 directors and field supervisors to keep handler compliance records accurate and current.
- Assist K9 Directors with re-pairing K9 records when handler assignments change; update all associated CWS records and activate new team entries as directed.
- Attend Ops Meetings and Compliance Meetings as requested.
Certification & Recertification Support
- Collect, upload, and digitally file 3PK9-C initial and annual certifications across all applicable platforms.
- Coordinate with Safe Passage-certified Authorized Training Representatives to confirm certification packets are complete and accurate; enter and upload into CWS.
- Retain all certification documents per team and per handler; keep digital files organized and accessible for managers during audits.
Competencies:
Compliance & Regulatory Knowledge
- Working knowledge of TSA 3PK9C requirements and OIP documentation standards, or the ability to develop that knowledge quickly through training.
- Ability to follow compliance requirements accurately and apply them consistently within established record-keeping protocols.
Data Systems & Records Management
- Proficiency in the 3PK9C/CWS Data Management System, or the ability to become proficient quickly; strong data-entry accuracy across a 450 team national workforce.
- Skilled in multi-platform record management, digital file organization, and audit-ready document maintenance.
Communication & Cross-Functional Collaboration
- Clear verbal and written communicator; able to relay compliance information to field personnel, site leads, and regional directors, and to escalate appropriately.
- Able to collaborate across departments (Compliance, Operations, Training, IT) and to interact professionally with TSA and other regulated entities under the Director’s guidance.
Organization & Independent Execution
- Highly organized, with the ability to manage multiple concurrent compliance tasks, deadlines, and data-integrity requirements with strong attention to detail.
- Strong problem-solving skills; able to identify discrepancies, resolve routine issues, and escalate exceptions with the relevant context.
- Ability to work outside normal duty hours, including weekends, as needed to support audit cycles or operational requirements.
