The Recruitment Manager, plans, manages, supervises, and evaluates professional level human resources work for the Recruitment and Selection section. Under the supervision of the Human Resources Director/Assistant Human Resources Director, the incumbent assumes a leadership role in managing all aspects of the Gila River Tribal Government’s recruitment and selection process.
Essential Functions
Bachelor’s Degree from an accredited college or university in Personnel Management, Public or Business Administration or a closely related field and five (5) years minimum Human Resources related experience, or any combination of education, training and/or experience which demonstrates the ability to perform the functions of the position, and which includes two (2) years supervisory experience.

Essential Functions
- Provides supervision and leadership which includes: providing and/or recommending training; coordinating; scheduling and assigning work product; establishing performance measures, goals, objectives and priorities; evaluating work performance; providing feedback; direction and guidance; disciplinary and recruitment selection. Prioritizes and assigns tasks and projects to staff; tracks and reviews work progress.
- Responsible for ensuring staff is adhering to hiring policies and practices in compliance with GRIC Policy and Procedures, as it pertains to; coordination of employee selection interviews, post-selection guidelines, job offers and the review/screening of applications based on classification specifications.
- Develop written proposals and make recommendations to the HR Director/Assistant HR Director to improve and modify existing GRIC Hiring Policies.
- Establish and conduct reviews and analyses of new programs and techniques in the area of personnel management and makes necessary changes to improve the effectiveness of the department.
- Consult with the Human Resources Director/Assistant HR Director regarding personnel issues and assist in resolution; investigate and resolve citizen complaints that cannot be handled by subordinate staff; review employee hires, promotions, demotions, suspensions, transfers, merit increases, discharges, and disciplinary measures.
- Assist the Directors with long and short range planning and goals of the department; advise the Directors on personnel matters and activities through oral and written reports.
- May be called upon for presentations or to represent Human Resources at staff meetings or professional gatherings.
- Advises management, supervisors and employees on the appropriate application of personnel policies, standards, regulations, procedures and practices.
- Perform special research and/or reports or projects as assigned by the HR Director and/or Assistant HR Director.
- Perform other related duties as assigned.
- Extensive knowledge of tribal, state and federal background requirements as it relates to the hiring process.
- Considerable knowledge of policies and procedures of a human resources department.
- Knowledge of modern and public personnel administration and management techniques.
- Knowledge of modern office practices (include records maintenance procedures) and equipment applicable to a Human Resources Department.
- Knowledge and skill in use of computer systems and programs (i.e. Microsoft Word, Excel, PowerPoint, HR Database, etc.).
- Ability to effectively plan, supervise and coordinate the work of others.
- Ability to work under stressful, highly visible working conditions and within stringent deadlines.
- Ability to organize and prioritize multiple tasks and projects.
- Ability to communicate effectively both orally and in writing, tactfully and courteously in answering questions and complaints from individuals and groups of diverse ethnic, educational and economic backgrounds at all levels of government, management and society.
- Ability to make sound decisions and must have good judgment skills.
- Ability to develop and implement techniques for improving Human Resources processes.
- Ability to interpret rules, regulations and policies to make appropriate decisions.
- Ability to assemble and organize data to prepare reports and compose correspondence.
- Ability to maintain effective working relationships with other employees, Community Officials and the general public.
- Ability to perform all physical requirements of the position; agree to maintain a Drug-free workplace.

Additional Requirements
- Required to a pass background check and fingerprint clearance as a condition of employment and must continue to maintain throughout duration of employment.
- Required to obtain a Tribal Operator’s permit. Valid state driver’s license with a current proof of driving record for the past 39 months will be required to qualify for a tribal driving permit. Proof of driving record must be submitted with application and must not be more than 60 days old from the date of submission of the application.
