Assist in the development and implementation of personnel policies consistent with overall agency objectives.
Role And Responsibilities
- Processes and coordinates a full range of human resources transactions for assigned client groups, including new hire onboarding, employee relations, training and development, benefits administration, compensation administration, and other HR functions.
- Compiles and analyzes data or information to produce reports, documents, and outcomes of personnel issues.
- Establish effective working relationships with various levels of management within organization
- Recommend and/or develop and implement policies and guidelines that are consistent with the goals of the agency and applicable state and federal guidelines, and which foster inter-departmental cooperation.
- Conducts research on various personnel matters and compiles data, citing sources using analyzes data or information to produce reports and other documents.
- Accurately identifies factors adversely affecting employee retention and makes appropriate recommendations for improvement.
- Advises managers on employee disciplinary issues.
- Encourage progressive discipline when appropriate, ensuring that actions adhere to all relevant policies and procedures
- Advises employees and managers on workplace conflict resolution and encourage informal resolution when possible.
- Prepares necessary adverse action documents in a timely manner and in compliance with Agency and State Personnel Board Rules and Regulations.
- Ensures organizational compliance with federal and state laws, including reporting requirements.
- Oversee special projects with significant impact on agency's personnel activities.
- Plans, develops and produces training courses, as needed. (Performed by all incumbents)
- Delivers presentations or training and leads discussions at all levels within the organization (Performed by all incumbents).

- Four or more years of progressively responsible experience in human resources within the public sector, including employee relations, onboarding, and performance management.
- Experience as an HR business partner supporting management and staff within a large or complex organization.
- Working knowledge of federal and state employment laws, regulations, and compliance requirements.
- Experience processing HR transactions within a Human Capital Management System (HCM); specifically, Workday.
- Experience identifying process improvements and supporting implementation of HR best practices.
- Professional HR certification (e.g., PHR, SPHR, SHRM-CP, SHRM-SCP) is preferred.
