Construction Manager

Job Location: New River Gorge National Park and Preserve (NERI) in Raleigh County, West Virginia

Duration April 15, 2026 to Jul 2027

Qualifications Required:

1. Ability to read, interpret, understand, observe, document, and confirm conformance to the Construction Contract, Plans, and Specifications.
2. Minimum five (5) years Construction Management Experience. Additional years of experience will be evaluated more favorably.
3. Knowledge of and experience with heavy civil, structural, and geotechnical construction practices directly related to:
4. • Slope stabilization measures such as gabions, retaining walls, reinforced slopes, or similar measures.
   • Rehabilitation of bridges, concrete abutment/wall repairs, construction of structural ramps.
   • Construction of drainage and temporary/permanent erosion control facilities/structures and appurtenances.
   • Construction of trails and parking pavement surfaces in compliance with Architectural Barriers Act Accessibility Standard (ABAAS) and accessibility improvements.
5. The ability to understand cost estimates broken down at a minimum to prime and subcontractor labor, equipment, materials, overhead and profit and the ability to evaluate proposals broken down to that level. The ability to define and document scope changes either required by the owner or a result of a differing site condition.
6. The ability to understand and document negotiations between the Government and the Construction Contractor for the technical scope requirements, prime and subcontractor labor, equipment, material, overhead and profit. Ability to read and interpret the construction schedule to evaluate and document progress. Ability to evaluate payment requests as they relate to percentages/dollars/activities.
7. Demonstrated ability to prepare draft modifications, independent government estimates, responses to requests for information, process submittals, prepare field observation reports and conduct progress meetings and prepare meeting minutes. Familiarity with the use of Project Management software programs Offerors familiar with Federal policies, procedures, and workflows will be rated more favorably.
8. Have completed the Occupational Safety and Health Administration (OSHA) 30-hour construction safety training. knowledge in construction practices including applicable building codes, applicable safety regulations, ability to facilitate, understand and document pre-inspections, inspections during construction and post inspections, and ability to inspect mock-ups.
