Eagle Harbor, LLC, a subsidiary of Three Saints Bay, LLC, and a Federal Government Contractor industry leader, is seeking a Research Assistant I with excellent customer service skills to join our Team in Martinsburg, WV.
Responsibilities:
Research Assistant 1 (RA1) process ATF and law enforcement requests (work items), such as requests for firearms traces, firearm application reviews, firearm purchase denials, industry applications to make, register, or transfer firearms, and special reports. They master standard processes and are adept at tailoring unique strategies to review, evaluate and collect data to provided actionable intelligence. They are capable of researching and interpreting directives, orders, and laws that govern Federal and State regulations, including database searches for individual and entity compliance with Federal and State laws. RAIs may act as a Team Lead. They work independently with minimal supervision and may review GC III or lower-level staff assignments. RAIs may also assist with peer or lower-level staff training. This position requires a high level of expertise. This classification includes RAIs in Task Orders 1-NTCD, 2-FESD, 3-FATD, 4-OSII and 5-NFA Division.
Routinely field a high volume of incoming phone calls and email correspondence regarding all eTrace application areas.
Review, process, approve / deny eTrace requests and associated documents submitted by LE Agencies for the purpose of obtaining / updating eTrace access.
Process eTrace accounts (creations, unlocks, resets, reactivates, & revocations) through the Remedy System.
Troubleshoot, resolve, and escalate technical issues associated with system connectivity, unexpected error messages, database issues, and system outages.
Perform data entry cleanup and other special assignments related to the eTrace program.
Process firearm trace requests with a higher degree of difficulty
Assisting staff in completing assigned production tasks efficiently and timely including responsibility for difficult work items
Executing processes as detailed in the eTrace process documents.
Comprehending and adhering to the department production / quality matrix
Analyze a request, or work item, and independently determine the best approach too accurately and efficiently complete the request
Manages work assignments of same or lower-level staff as directed by supervisor
Collect and compile workload statistics for the team, analyze results, and present findings
Assist supervisor in identifying team performance issues and providing re-fresher training, aids, and other solutions to improve performance
Assists team members with requests, or work items, to improve team performance, productivity and quality
Requirements:
Internal applicant must submit an approved Eligibility Statement. (Meeting current Performance standards including Production and Accuracy goals, attendance and behaviors)
To be considered, the applicant should have:
College degree preferred or high school diploma / GED plus 4 years of relevant experience
Minimum of 3 years of experience on the project including at least 1 year of experience as a General Clerk III in position area meeting established performance goals including production and accuracy
Subject matter expertise (SME) in the assignment area
Previous management and / or leadership experience is preferred
Developing a working knowledge of various document types and how to interpret the information or results
Utilized client provided resources used in the Tracing process such as eTrace, FTS, FLS, and MS Office tools to ensure accuracy of information
Provides NTC employees or LE Agencies with guidance and resolution to complex problems
Identifying potential problems or issues and seeking resolution assistance
Performing other tasks as needed and directed to ensure team goals are met including, but not limited to, administrative tasks such as performance tracking and reporting
Knowledge of ATF’s mission and general understanding of ATF processes
Familiarity with firearm serialization including manufacturer, caliber, type and model
Exhibit strong computer skills including accurate use of keyboard, familiarity with basic Microsoft Office applications and accessing and utilizing web browsers to conduct research
Ability to employ fact finding and investigative techniques to gather and analyze information
Duties as assigned by Supervisor to meet contract requirements, including directing and training of same or lower-level staff
Ability to work with minimal supervision, perform tasks in a timely and efficient manner while following policies and procedures
Understanding the importance of consistently delivering high-quality work under time constraints
Experience in identifying and submitting potential problems to appropriate levels of management
Willingness to work as a team player
Strong sense of Customer Service
Experience in performing work with a strong sense of attention to detail and accuracy
Ability to accurately record and report production numbers
Excellent oral and written communication skills
Ability to perform frequent and repetitive motions using fingers, hands, wrists and arms
Ability to occasionally lift up to 40 pounds
Shift Requirement/Openings: Night Shift – 3:00 PM – 11:30 PM
