This position is responsible for the overall support, maintenance, and security of all information technology systems within the county courthouse, jail and all county facilities. The IT Director ensures the secure and reliable functioning of mission-critical systems, provides direct technical support to judiciary and law enforcement staff, and maintains strict confidentiality of all data.
Essential duties and responsibilities:
Technical support and maintenance
- Help desk and troubleshooting: Serve as the primary point of contact for all technology-related issues from courthouse, county government offices and Detention Facility, including computers, printers, scanners, mobile devices, and other IT equipment.
- Consult with elected officials and department heads to identify technological needs and recommend innovative, cost-effective solutions.
- Oversee the daily operations of the IT department, including networks, servers, databases, and other systems.
- Manage and monitor the county's IT infrastructure to ensure security, performance, and reliability.
· Direct and oversee computer operations and ensure operational efficiency of systems.
· Design, plan, analyze, deploy, test, and support the County's network infrastructure including servers, firewalls, routers, switches, cellular data connections, VPN connections, surveillance cameras, and network management software.
· Assist in the selection, analysis, acquisition, modification, design, and installation of computer application systems.
· Select, design, deploy, manage, and support hosted (Cloud based) software application solutions.
· Select, design, deploy, manage, test, and support of VOIP telephone system, analog telephone systems, cellular telephones, and cellular data devices.
· Provide support to user departments in the operation and processing of on-going business computer applications.
· Provide primary link between user and computer support resources.
· Supervise the requisition of all computer inventory needs, hardware and software packages, and peripheral devices for the county and provide support to user departments.
· Provide after-hours support as needed.
· Coordinate and maintain County websites.
· Perform other job duties as assigned.
- System and network administration: Monitor, maintain, and support the county's networks, servers, and telecommunications systems (both analog and IP) across all facilities.
- Application support: Provide technical assistance for specialized software, such as jail management software, dispatch software, and records management systems.
- Hardware management: Install, configure, test, and perform routine maintenance on all hardware. Manage the inventory and procurement of new hardware and software.
- Security and compliance
- Cybersecurity enforcement: Actively monitor systems for security issues and breaches, and work with vendors and management to remove viruses and spam.
- Access control: Define and manage access privileges for systems and resources to safeguard sensitive information.
- Incident response: Assist with security incidents and data recovery processes. This may include using decryption codes for hard drive troubleshooting.
- Compliance: Ensure that all IT operations comply with federal and state regulations, including Criminal Justice Information Services (CJIS) standards.
- Data integrity: Implement and manage processes for data protection, disaster recovery, and regular backup operations.
Operations and policy
- Policy management: Help develop and enforce IT security policies, processes, and standards. This may include managing procedures for system selection, security, and support.
- Project management: Lead or assist with hardware and software rollouts, special projects, and system upgrades.
- Vendor management: Collaborate with external vendors for warranty service, repairs, and software development.
- Reporting: Prepare technical documentation and reports on system status, performance, and security events for management.
Required skills and qualifications
- Experience: Proven experience in a technical support or system administration role, preferably within a governmental or law enforcement.
- Knowledge: Expertise in Windows operating systems (desktop and server), network technologies (LAN/WAN), security protocols, and Microsoft Office 365.
- Analytical skills: Strong problem-solving abilities to diagnose and resolve complex hardware, software, and network issues.
- Communication: Excellent verbal and written communication skills to effectively explain technical information to non-technical staff.
- Security clearance: Ability to pass a comprehensive background check and maintain confidentiality of sensitive information.
- Flexibility: Willingness to travel between different county facilities and participate in an on-call schedule for emergencies.
- High School Diploma or Equivalent.
