Program Manager, Workforce Development

Purpose of the Position
The Program Manager, Workforce Development is responsible for designing, implementing, and managing workforce development programs that build skills, strengthen leadership, and support long-term talent growth company-wide. This role ensures employees at all levels—field, management, and leadership—have clear development pathways aligned with The Gallo Way, operational needs, and future workforce demand.
Key Responsibilities
- Develop and implement career progression programming that defines clear growth pathways across field leadership, field operations management, & field service technicians
- Design, launch, and manage leadership development programs
- Manage and expand apprenticeship programs to support skilled trade development and workforce readiness.
- Oversee internship programs that build early talent pipelines and support conversion to full-time roles.
- Collaborate with partners across Gallo Mech & Gallo Mechanical Services to implement Gallo University as the enterprise-wide training program
- Track program participation, outcomes, and effectiveness to continuously improve impact and scalability.
Preferred Qualifications
- 5 years of experience in workforce development, training, or leadership development, preferably in construction or a field-based environment preferred
- Experience building career pathways, leadership programs, apprenticeships, or internship programs.
- Strong understanding of field operations and trade progression.
- Proven ability to collaborate across operations, HR, and leadership teams.
Success Metrics
- Deliver clear, scalable career progression and development programs aligned to business needs.
- Build a strong pipeline of ready foremen, superintendents, and future leaders through effective field leadership development.
- Strengthen apprenticeship and internship programs, increasing skill readiness and conversion to full-time roles.
- Improve manager and leadership capability through practical, widely adopted development programs.
- Partner closely with operations to ensure workforce development supports growth, retention, and long-term readiness.
