Summary :

Reporting to the Dean of Student Affairs, the Emergency Operations Manager oversees the development, implementation, and management of comprehensive emergency management programs for Gallaudet University and the Clerc Center, ensuring the safety and security of students, staff, and faculty by preparing for, responding to, and recovering from emergencies.

Job Description :

Emergency Management Team (EMT) Coordination

  • Collaborates with a team of senior leaders and decision-makers; works closely to align emergency management strategies with organizational goals; and facilitates strategic discussions to ensure all relevant perspectives are considered in emergency planning and decision-making.
  • Develops and implements emergency response plans, policies, and procedures; leads and manages the execution of emergency response operations to ensure they are effective and organized; and delegates tasks and responsibilities to team members based on their expertise and the needs of the situation.
  • Establishes and maintains communication with emergency responders and relevant agencies; builds and nurtures relationships with local emergency responders, law enforcement, fire departments, medical services, and other key agencies; and ensures effective communication channels are in place for real-time information sharing and coordination during emergencies.
  • Allocates resources, including personnel, equipment, and supplies, to support emergency operations; and manages the distribution of critical resources to ensure that personnel, equipment, and supplies are available and deployed effectively during emergencies.
  • Conducts drills and exercises to test emergency plans and procedures.
  • Reviews and updates emergency plans and procedures regularly.
  • Ensures compliance with relevant laws, regulations, and standards.

Emergency Response Team (ERT) Management

  • Assesses emergency situations and determines appropriate responses; evaluates the nature and severity of emergency situations to determine the most appropriate response actions; and utilizes established protocols and judgment to make quick, informed decisions during crises.
  • Coordinates and directs emergency response operations; and delegates tasks and responsibilities to team members based on their expertise and the needs of the situation.
  • Provides support and resources to emergency responders; and ensures that emergency responders have the necessary support, including logistical assistance, information, and additional resources.
  • Communicates with the EMT and other relevant agencies; maintains continuous communication with the Emergency Management Team and other involved agencies to provide updates and receive guidance.
  • Monitors emergency situations and provides updates to stakeholders, including teriorrism-related events and natural disasters such as storms and floods.
  • Evaluates emergency responses and identifies areas for improvement.
  • Building Marshal Program Oversight

  • Manages and supports Building Marshals responsible for training and educating key occupants in their assigned buildings; and oversees the Building Marshal program, ensuring that Building Marshals are well-trained and capable of performing their duties effectively.
  • Conducts routine inspections of buildings to identify potential hazards and ensure compliance with safety regulations; and inspects buildings to identify safety hazards, ensure compliance with safety standards, and implement corrective actions.
  • Ensures emergency response plans and protocols are in place and executable; and verifies that emergency response plans and protocols are established for each building and that they are practical and feasible.
  • Trains and educates building occupants on emergency procedures and evacuation routes.
  • Conducts regular drills and exercises to test emergency response plans and identify areas for improvement.
  • Coordinates with emergency services and other first responders during actual emergencies.
  • Provides leadership and guidance to building occupants during emergencies to ensure safe and orderly evacuations.
  • Conducts post-incident evaluations to identify areas for improvement and make recommendations for future emergency preparedness efforts.
  • Additional Responsibilities

  • Establishes and maintains a positive and supportive working relationship with co-workers and supervisors.
  • Demonstrates a genuine commitment to belonging in the workplace and participates in activities and workshops to foster continuous learning.
  • Serves as a mandatory reporter under Title IX; and commits to completing Title IX training and other compliance requirements on an annual basis.
  • Prioritizes safety in the workplace as a collective responsibility for the well-being of employees and fosters a culture of safety that is integral to our success, including strict adherence to safety procedures and protocols, as well as promptly reporting any safety hazards or incidents.
  • Performs related and other duties as needed.
  • Required Qualifications :

  • Bachelor's degree.
  • A minimum of four years of professional experience with emergency management, public safety, or a related field.
  • Preferred Qualifications :

  • Master's degree.
  • Certification in emergency management [e.g., Certified Emergency Manager (CEM)].
  • Experience working in a higher education setting.
  • Ability to communicate in American Sign Language.
  • Knowledge, Skills, And Abilities :

  • Strong knowledge of emergency management principles, practices, and procedures.
  • Strong leadership, communication, and organizational skills.
  • Strong ability to work effectively under pressure and make critical decisions during emergencies.
  • Strong familiarity with relevant laws, regulations, and standards related to emergency management.
  • Demonstrated experience in developing and conducting emergency drills and exercises.
  • Demonstrated ability to work with and across University departments, outside constituents and groups.
  • Demonstrated commitment to valuing belonging and contributing to an inclusive working and learning environment.
  • Additional Position Details :

  • The incumbent must be available to respond to emergencies on a 24 / 7 basis.
  • The incumbent must be able work outside normal business hours, including nights, weekends, and holidays as needed.
  • The incumbent must be able to travel as needed.
  • If the incumbent has no knowledge of American Sign Language, the incumbent is expected to achieve an ASLPI score of 1 plus within two years of employment. If the incumbent is hired with some knowledge of American Sign Language, the incumbent is expected to achieve an ASLPI score of 2 within two years of employment. The supervisor must ensure that the incumbent receives the necessary support to meet this goal.
