We are seeking a skilled and experienced Program Manager to join our team!
The Program Manager will provide leadership, oversight, and execution support for Government Furnished Equipment (GFE) and Government Furnished Information (GFI) management in support of the Program Executive Office (PEO) Ships Government Equipment Management (GEM) Program Office. This role supports multiple shipbuilding, modernization, and sustainment programs under Team Ships, including coordination with NAVSEA 21 and related stakeholders.
The Program Manager will ensure effective acquisition, logistics, technical analysis, and lifecycle management of GFE/GFI across a broad portfolio of U.S. Navy surface ship programs.
Key Responsibilities
- Lead and manage all contractor personnel supporting GFE/GFI acquisition, tracking, delivery, and lifecycle management efforts.
- Provide program management oversight for multiple ship platforms, including DDG-51, DDG(X), LPD Flight II, LHA(R), TAO, LSM, EMS, T-AGOS, and other current and future programs.
- Serve as the primary point of contact with government stakeholders, including PEO Ships GEM, NAVSEA 21, and Team Ships program offices.
- Oversee development and execution of acquisition strategies for GFE procurement, production, and delivery.
- Provide technical and logistical analysis, including recommendations to improve program efficiency and performance.
- Manage Ship Project Directive (SPD) Part I and III processes and Schedule A–E configuration management activities.
- Ensure integration and coordination across program offices to support efficient GFE/GFI management and reduce duplication of effort.
- Support financial planning, budgeting, and execution using Enterprise Resource Planning (ERP) systems.
- Provide Participating Acquisition Resource Manager (PARM) support for HM&E systems, including Engine Controllers (EC), Machinery Control Systems (MCS), and Interior Communications (IC).
- Monitor program performance, schedules, risks, and deliverables to ensure alignment with mission objectives.
- Ensure compliance with DoD acquisition regulations, policies, and procedures.
- Prepare and deliver briefings, reports, and status updates to senior leadership.
Required Qualifications
- Bachelor’s degree in Business, Engineering, Program Management, or a related field (Master’s preferred).
- Minimum of 10 years of experience in program management supporting DoD or Navy acquisition programs.
- Demonstrated experience with Government Furnished Equipment (GFE) and Government Furnished Information (GFI) management.
- Strong knowledge of DoD acquisition and procurement processes.
- Experience supporting shipbuilding, modernization, or sustainment programs (e.g., NAVSEA/PEO Ships).
- Experience with ERP systems and financial management processes.
- Proven ability to manage large, complex, multi-program environments.
- Strong leadership, communication, and stakeholder management skills.
- Active Secret Clearance (or ability to obtain and maintain).
Preferred Qualifications
- Project Management Professional (PMP) certification or equivalent.
- Experience with configuration management (Schedule A–E) and Ship Project Directives.
- Familiarity with Navy surface ship platforms and HM&E systems.
