Project Procurement Specialist / Capital Procurement Lead
Location: Houston, TX 77077 (Onsite)
Duration: Long-Term Contract
Pay rate: $65/hour on W2 - $70/hour on W2
We are seeking an experienced Project Procurement professional to support major capital projects and turnaround activities within a global chemical/manufacturing environment. This role will work closely with engineering, project management, construction, and sourcing teams to drive procurement execution, supplier strategy, and project delivery objectives.
Key Responsibilities:
• Develop and execute procurement strategies and procurement management plans for capital projects and turnarounds
• Support sourcing and procurement activities for engineered equipment, construction services, and long-lead material packages
• Coordinate with engineering, project controls, construction, and project management teams to align procurement schedules with project execution timelines
• Lead supplier evaluations, commercial negotiations, bid analysis, and contract administration activities
• Monitor supplier performance, delivery schedules, procurement risks, and cost impacts throughout project execution
• Support contractor sourcing, procurement planning, and supplier relationship management activities
• Ensure procurement processes, governance, and sourcing discipline are followed throughout the project lifecycle
• Analyze market conditions, supplier capabilities, and labor constraints to proactively identify procurement risks and opportunities
Required Qualifications:
• 8 years of experience in project procurement, capital procurement, or turnaround procurement within chemical, oil & gas, refining, EPC, or heavy industrial environments
• Strong experience supporting CAPEX projects, shutdowns, or turnaround execution activities
• Experience sourcing engineered equipment, construction services, and/or long-lead procurement packages
• Strong background in supplier negotiations, contract management, and procurement planning
• Experience working cross-functionally with engineering, construction, and project management teams
• Knowledge of procurement schedules, project execution workflows, and cost/schedule coordination
• ERP/system experience with SAP, Ariba, Oracle, or similar procurement platforms preferred
Preferred Background:
• EPC or owner-side project procurement experience
• Experience supporting chemical plants, refineries, petrochemical facilities, or industrial manufacturing sites
• Exposure to FEED, detailed design, or project execution phases preferred.
