This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Major Range and Test Facilities Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This is a developmental position with full performance at the WG-1 0 level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) High Voltage Electrician (Motor Vehicle Operator) ~ without more than normal supervision. This includes splicing power cable, replacing a pot head, or pulling a conductor into a conduit or onto a pole cross arms; using a basic knowledge of electrical theory such as Ohm?s law and series and parallel circuits in order to understand and interpret instructions and assignments; understanding commonly used drawings and diagrams of distribution networks and equipment interconnections; working safely in hazardous situations under close guidance of an onsite supervisor; diagnosing commonly encountered problems such as defective switches or blown fuses. - Failure to meet this Screen out Element will result in an ineligible rating.

- Physical Effort: The employee is subject to moderately heavy physical effort is exerted as incumbent works aloft on poles, at ground level, and in ground trenches, or manholes. Work requires bending, stooping, climbing and standing for long periods. Coordination of eyes, hands, legs, and body is needed in installing, repairing, and testing electrical equipment in confined spaces such as manholes and overhead structures. Light physical effort is used in reaching, bending, turning, or moving hands, arms, feet and legs to operate hand and foot controls. Moderate physical effort is required in the handling of objects weighing up to 20 pounds and the occasional handling of objects weighing over 50 pounds. Making couplings between vehicle and towed equipment requires moderate physical effort in that heavy chains, bars, hooks, etc. must be lifted and properly secured.
- Working Conditions: Employee work outside most of the time, subject to extremes of weather conditions and in close proximity to high voltage lines and equipment. Work requires extensive pole climbing with some work in underground facilities. Subject to injury by contact with high voltage lines, broken bones in falls from poles, strains form awkward positions, and less serious cuts and bruises when handling tools and materials. Drives in all types of traffic and weather and is exposed to the possibility of serious accidents. Subject to cuts, bruises, and broken bones as a result of accidents while driving or when loading and unloading vehicles.
