Position Overview
As a Project Manager at Fryman Management, you will oversee traffic management, engineering coordination, and site implementation for high-profile public works projects, with a strong focus on Los Angeles World Airports (LAWA) and LA Metro infrastructure corridors. You will be responsible for leading project execution from pre-construction planning through field operations and project closeout—ensuring strict regulatory compliance, budget performance, and client satisfaction in a fast-paced environment.
Key Responsibilities & Expectations
Agency & Stakeholder Coordination
- Serve as the primary point of contact and liaison between Fryman Management, prime contractors, and public agency stakeholders (including LAWA, LA Metro, LADOT, Caltrans, LABOE, and local municipalities).
- Lead multi-agency coordination, phasing meetings, readiness reviews, and site inspections to streamline review and approval processes.
- Facilitate Area Shutdown Requests (ASRs), variance permits, and temporary traffic control authorizations for high-impact airport terminal and transit corridors.
Traffic Control & Engineering Oversight
- Manage the review, approval, and execution of Worksite Traffic Control Plans (WTCP), Traffic Management Plans (TMP), lane closures, and detour strategies.
- Ensure strict adherence to CA MUTCD, LADOT Work Area Traffic Control (WATCH) Manual, Caltrans Standard Plans, and agency-specific safety/operational guidelines.
- Coordinate field deployment with traffic operations teams, ensuring equipment, channelizing devices, signage, and personnel (C-31 / ATSSA certified) are scheduled and deployed effectively.
Project Controls & Financial Management
- Monitor and analyze project monthly financial performance, Job Cost Reports, and labor expenses against target margins.
- Review proposals, contracts, purchase orders, and work authorizations; prepare customer proposals and approve pricing adjustments for scope changes.
- Oversee public works administrative requirements, including California Department of Industrial Relations (DIR) prevailing wage compliance, certified payroll reporting, and DBE/SBE goals tracking.
Security & Site Access Leadership
- Ensure field personnel and subcontractors satisfy mandatory agency badging, security, and safety credentials (e.g., LAWA SIDA badges, LA Metro Roadway Worker Protection / RWP).
- Enforce a safety-first culture with zero work-related injury standards across active construction zones.
Qualifications & Skill Sets
- Education: Bachelor’s degree in Construction Management, Civil Engineering, or a related technical discipline (or equivalent practical field management experience in public works traffic control).
- Experience: 3 to 5 years of Project Management experience in traffic control implementation, heavy civil construction, or public works infrastructure projects, specifically with LAWA, LA Metro, LADOT, or Caltrans environments.
- Technical Software & Tools:
Proficient in Bluebeam Revu, or similar software for plan reviews, markups, and submittals.
Proficient in project scheduling and MS Office Suite.
- Agency Knowledge & Credentials:
Active or prior familiarity with LAWA SIDA badging and LA Metro RWP procedures.
ATSSA Traffic Control Supervisor (TCS) certification or C-31 background is highly desirable.
OSHA 30-Hour Construction Certification is highly desirable.
In-depth understanding of CA MUTCD, LADOT WATCH manual, and California public works DIR rules.
- Core Skills: Excellent verbal/written communication, contract negotiation, conflict resolution under tight operational timelines, and multi-team leadership.
