DEFINITION:  Under direct supervision, performs a variety of technical and clerical personnel work involving the application of technical personnel principles and procedures in the following areas: recruitment, selection, classification, compensation, benefits, timekeeping, payroll, training, development, worker’s compensation, ergonomics, leaves of absence, reasonable accommodation, records management, and other personnel functions. 


This position’s “Confidential” status is a classification that has access to or is privy to decisions of court management affecting employee relations. Employment of this role remains “at-will.”

DISTINGUISHING CHARACTERISTICS: The Human Resources Technician I/II/III series assists in the delivery, development, and maintenance of the Court's personnel system; provides technical assistance in resolving personnel issues; and provides administrative and technical support to higher-level staff. Successful work performance requires well-developed clerical skills; basic knowledge of personnel administration concepts; and the ability to learn and interpret Court policies and procedures, collective bargaining agreements, and federal and state regulations. Incumbents must exhibit a high degree of maturity, integrity, and good judgment, and demonstrate professionalism with employees at all levels in the organization, outside agencies, and members of the public.


The Human Resources Technician I - Confidential is the entry-level classification in this series where incumbents are subject to closer supervision and review, as they continue to learn Court policies and procedures. 


The Human Resources Technician II - Confidential performs assignments independently with minimal guidance, as they demonstrate intermediate knowledge of personnel administration concepts. 


The Human Resources Technician III - Confidential is the advanced-level classification that leads initiative, independence, and experience that includes complex, difficult, critical, and technical work. 

ESSENTIAL FUNCTIONSThese are fundamental job duties regularly performed by an incumbent in this classification. This list is neither inclusive nor exclusive, but indicative of various types of duties performed. 


All duties are performed in accordance with federal and California law, Rules of Court, and established local rules and procedures.


  • Assists in recruitment and selection programs: drafts job bulletins; reviews and screens applicant qualifications; coordinates and proctors exams; coordinates interviews; answers applicant and candidate employment inquiries; and generates notices and correspondence to applicants and candidates. 
  • Assists in the facilitation and processing of new hires or promotions: drafts job offers; determines salary and step placements based on policy guidelines; organizes new hire information; coordinates and conducts onboarding and new hire orientation programs; and reviews and processes documents verifying employment eligibility.
  • Assists in timekeeping program and processing personnel actions (e.g., new hires, terminations, job changes, pay increases, etc.): reviews bi-weekly timecards, investigates problems, errors, or discrepancies within human resources information systems; processes payroll deduction authorizations and cancellations; and receives, processes, and maintains completed employee performance evaluations. 
  • Assists in administering open enrollment and processes benefit elections and changes: coordinates health fairs and wellness program; organizes benefit orientation packets and directories; evaluates and prepares benefit adjustments; and facilitates and resolves enrollment and service problems with insurance carriers.  
  • Assists in coordinating family and medical leaves: provides information to employees and management on federal and state laws governing family and medical leave; processes all leave requests in accordance with regulations; and enters and updates leave information in human resources information systems.
  • Assists in coordinating the worker's compensation and return-to-work programs: conducts ergonomic assessments; reports new claims to third party administrator; reviews open claims; communicates with claim adjusters for claim status and treatment issues; and maintains liaison with employee and management to identify and coordinate light duty and/or reasonable accommodations.
  • Responds to employee and management inquiries by telephone, email, or in person pursuant to policies, personnel rules, collective bargaining agreements, and regulations. 
  • Reviews personnel transactions, documents, and reports for completeness, accuracy, and compliance.
  • Creates and maintains employee personnel files and human resources department records. 
  • Performs research of limited scope, and generates and compiles statistical and narrative reports. 
  • Performs other job-related duties as assigned.  

MINIMUM QUALIFICATIONS:

Education:        Graduation from High School or G.E.D. equivalent.

AND


Experience: 


HR Technician I:  One (1) year of full-time paid work experience in a human resources setting.
 
 HR Technician II:  Two (2) years of increasingly responsible full-time paid work experience in a human resources setting.  


HR Technician III:  Three (3) years of full-time paid work experience as a Human Resources Technician with the Fresno Superior Court.  

Substitution:    An Associate’s or Bachelor’s degree from an accredited college or university in business administration, human resources, political science, public administration, or related field may be substituted for required experience on a year-for-year basis for HR Technician I or II.

Any combination of relevant experience and/or education that would demonstrate that the individual possesses the necessary knowledge, skills, and abilities listed above as determined by the Court Executive Officer.

LicenseA valid California class C driver's license or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

EXPECTED KNOWLEDGE, SKILLS AND ABILITIES:


Knowledge of

  • Federal, state, and local laws, codes, and regulations as related to employment, labor relations, and discrimination. 
  • Principles and practices of human resources administration, organization, and management.
  • Office methods, procedures, equipment (e.g., filing systems), and letter and report writing.  
  • Human resources information systems (HRIS), such as ADP and NeoGov. 
  • Microsoft Office software (e.g., Word, Excel, PowerPoint, and Access). 
  • Principles and practices of effective customer service.
  • Intermediate math, including basic algebra. 


Skills and Ability to:

  • Research, gather, tabulate, and analyze data and information.  
  • Prepare clear and concise comprehensive reports, summaries, abstracts, correspondence, and other documentation.
  • Read, analyze, and interpret applicable codes, ordinances, laws, and legislation.
  • Interpret, explain, develop, and apply rules, collective bargaining agreements, regulations, policies, and procedures.
  • Develop and deliver presentations to employees, management, third-party agencies, and the public.
  • Manage multiple work assignments effectively and independently, establish priorities, and meet established deadlines.
  • Communicate effectively in English to diverse audiences.
  • Understand and follow oral and written directions.
  • Maintain confidentiality of information.
  • Establish and maintain effective working relationships at all organizational levels, as well as third-party agencies and members of the public.
  • Exercise professionalism, tact, and diplomacy at all times.
  • Demonstrate and maintain a high degree of initiative, integrity, accountability, creativity, and good judgment.
  • Work well independently and as a member of a team.


WORKING CONDITIONS: The incumbent will primarily work in a climate-controlled office setting under artificial lighting. Incumbent may also be required to travel and occasionally exposed to a variety of altering weather conditions (e.g., extreme cold or hot weather).


Physical Demands:

  • Strength, dexterity, coordination, and vision to use a keyboard, computer monitor, and other office equipment on a daily basis and for extended periods.
  • Fine finger manipulation, dexterity, and coordination to handle files and single pieces of paper.
  • Forceful and repetitive gripping, grasping, and pinching.
  • Occasional lifting and carrying of objects weighing up to 25 lbs., such as files, stacks of paper, and other materials.
  • Frequent reaching for items on shelves, above, at, and below desk / shoulder level.
  • Exerts up to 20 lbs. of force occasionally, up to 10 lbs. of force frequently, and/or a negligible amount of force constantly to move, torque, twist, push, and pull objects.
  • Frequently sit for extended periods, frequently stand for extended periods, and frequently walk, move, bend, stoop, lift, and stretch.
  • Must be able to traverse inside and outside over uneven ground and pavement.
  • Perform repetitive writing, typing, copying, filing, scanning, and document stamping.
  • Regularly perform verbal communicate, both in person and by telephone.
  • Corrected hearing and vision to normal range.
