DEFINITION:
Under general supervision, performs technical and paraprofessional human resources work including recruitment and examination, classification and compensation, employee benefits, labor relations, staff development and training, risk management, and personnel records; may assign, review, and coordinate the work of clerical support staff; and performs related work as required.
SAMPLE OF DUTIES:

• Reviews, completes, and monitors human resources transactions, documents, reports, and correspondence; ensure all transactions and documents are consistent with departmental, state, and federal laws, rules, regulations, policies, and procedures.
• Plans, coordinates, and executes recruitment activities; administers application screening and examinations for City positions.
• Coordinates and administers new employee in-boarding and orientation; coordinates and administers employee separation process.
• Coordinates employee benefit enrollment process and documentation including health, life, and disability insurance and retirement.
• Maintains the anti-discrimination training database and documentation; ensures all employees receive ongoing anti-discrimination training and certification.
• Assists with the maintenance and coordination of risk management and workers compensation claims; assists departments with the proper filing of employee injury forms and documentation.
• Assists employees and department heads and supervisors with questions regarding human resources policies and procedures, technical information regarding human resources transactions, employee benefits, Master Salary Schedule, and Personnel Rules and Regulations.
• Assists with classification reviews of designated positions, groups of positions, or job classifications; drafts revised or new classification specifications and job descriptions.
• May act in a lead capacity including training, assigning, reviewing, and coordinating the work of clerical staff.
• Attends human resources related meetings, committees, workshops and provides technical information and support as required.
• Assists with internal administrative/employment investigations; interviews complainants and respondents.
• Assists with human resources related staff development and training; conducts training in area of expertise.
• Maintains human resources records systems and databases; ensures forms and documents are properly filed pursuant to city, state, and federal laws, rules, regulations, policies and procedures
• Reviews, analyzes, and summarizes correspondence, reports, documents, federal and state legislation, and related materials.
• Prepares a variety of correspondence, letters, memorandum, reports, etc.
MINIMUM QUALIFICATIONS:
OPTION 1:
Education: Completion of fifteen (15) semester units of human resources related coursework that is acceptable within the United States’ accredited college or university system.
Experience: Two (2) years of full-time, paid work experience equivalent to that gained as a Human Resources Technician with the City of Selma.
License: Possession of a valid California Class “C” driver's license.
OPTION 2:
Experience: Four (4) years of full-time, paid clerical work experience working for in a public sector human resources department.
License: Possession of a valid California Class “C” driver's license.
Salary : $52,147 - $67,393
