Non-Safety Paramedic

Under general supervision, responds to emergency and non-emergency calls for service and provides medical responses including Basic Life Support (BLS), Advanced Life Support (ALS) emergency medical care, and medical transports to hospitals or other emergency care facilities; participates in community risk reduction and public education activities; and performs related duties as assigned.  

DISTINGUISHING CHARACTERISTICS

The classification of Paramedic is an advanced journey-level class within the Fire Department Emergency Medical Services Division. Incumbents in this class are non-firefighters. When in the field, incumbents in this class may receive direction from the respective Company Officer however, incumbents are expected to perform the full range of Paramedic emergency medical assistance duties as specified by Central California Emergency Medical Services Agency (CCEMSA)  and Selma Fire Department policies, procedures, and protocols.  

SUPERVISION RECEIVED AND EXERCISED?

Incumbents work under general supervision and incumbent’s assignments, work methods, and sequence of steps are outlined or explained in general terms within scope of practice. Employees are expected to apply learned theory and use own judgement. Work review is not constant however, incumbents are expected to ensure compliance.  

Employees in this class typically report to the Emergency Medical Services (EMS) Supervisor.  

ESSENTIAL FUNCTIONS

The duties listed below are intended only as illustrations of the various types of work that may be performed. Specific duties will depend upon work assignment. 1. Administer Advance Life Support services to sick and injured persons in the pre-hospital and inter-facility setting.
2. Assesses nature and extent of illness or injuries to establish and prioritize medical procedures to be followed.
3. Performs advance airway management and administers oral, sublingual, and inhaled medications in accordance with provisions of Central California Emergency Medical Services Agency policies and procedures.
4. Initiates intravenous access to administer medications or fluids.
5. Operates ambulance and transports sick and injured persons to acute receiving and extended care facilities.
6. Studies and reviews Fire Department rules, regulations, and procedures. 
7. Maintains medical information in a confidential manner subject to the Healthy Insurance Portability and Accountability Act (HIPAA).
8. Supports and assists other fire and medical personnel as directed in delivering medical care.
9. Conducts and participates in the department’s public education programs and training division. 
10. Performs related duties as assigned. 

KNOWLEDGE, SKILLS, AND ABILITIES

1. Modern principles, practices, and procedures of emergency medical care and emergency medical services. 
2. Emergency medical advanced life support principles and procedures. 
3. Principles of emergency ambulance and transportation procedures including first aid, resuscitator, and gurney operations.
4. Medical terminology and documentation.
5. Functions, characteristics, and proper use and maintenance of medical equipment and supplies. 
6. Current laws and regulations pertaining to emergency medical services and safety. 
7. Operation of EMS vehicles and other equipment.
8. Central California EMS Agency regulations, protocols, and procedures. 

Ability to:

1. Make critical decisions that impact the safety, well-being, or life of patients in stressful situations.
2. Drive an ambulance with care and safety in accordance with traffic laws and ordinances.
3. Make accurate observations and exercise independent judgment in determining appropriate actions to take during emergency response activities.
4. Safely and properly transport patients during ambulance transport.
5. Complete electronic documentation for each patient encounter in a complete, competent, and timely manner.
6. Establish and maintain effective working relationships with those contacted in the course of work; contribute to successful team efforts; promote the department’s mission, vision, and value statements.
7. Communicate clearly and concisely with others, both verbally and in writing.

MINIMUM QUALIFICATIONS

Experience:

The equivalent of two (2) years of experience as a Paramedic is highly desirable, but not required.

Education:

Graduation from high school or possession of GED.

Licenses and Certifications: 

• Possession and maintenance of a valid Class C California Driver’s License and a satisfactory driving record
• Possession of a valid Healthcare Provider CPR certification
• Possession of Advanced Cardiovascular Life Support (ACLS) 
• Ability to obtain a valid CCEMSA EMT Certification or Paramedic License within thirty (30) days of appointment.
• Possession of a current State of California Paramedic License 
• California Ambulance Driver Certificate

Physical Demands

Must possess mobility, physical strength, and stamina to respond to emergency situations and use all emergency apparatus and equipment; perform arduous physical work, to work in confined spaces, around machines, and to climb and descend ladders; to operate a motor vehicle and to visit various City and meeting sites; vision to discern colors and assess emergency situations, including medical incidents, to read printed materials and a computer screen; and hearing and speech to communicate in person andover the telephone or radio.This is predominantly a field classification that requires operating in emergency situations and identifying and assessing problems or hazards.Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, operate standard office equipment, and to operate above-mentioned apparatusandequipment.Positionsinthisclassificationbend,stoop,kneel,reach,andclimb to perform work and inspect work sites, and push and pull drawers open and closed toretrieve and file information.While performing these job duties, incumbents require sufficient mobility to lift and carry up to 50 pounds on a regular basis; ability to maneuver a 200-pound individual in need of assistance.

Work Environment

Employees work primarily in the field and may be exposed to extreme noise, cold and hot temperatures, inclement weather conditions, road hazards, substantial heights, confining workspace, chemicals, mechanical and electrical hazards, hazardous physical substances, and fumes.  Employees may interact with upset staff and members of the public in interpreting and enforcing departmental policies and procedures.
