Non-exempt; full-time; 40 hours per week; Monday – Friday; 6:30 a.m. – 3:00 p.m.; full-benefits

This specialized position will inspect park facilities for safety and needed repairs/ maintenance; schedule and supervise the maintenance of park buildings, indoor and outdoor recreational facilities, park and County owned grounds, park service equipment and site amenities; and, in addition, will participate in the various construction, maintenance and repair tasks needed to assure that park areas and facilities are attractive, safe and in good working order.  Supervision and direction are given to skilled, semi-skilled and unskilled workers.  Supervision is received from the Parks Superintendent and/or the Park Manager.

NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy.  For external hires, offers are made at the base wage rate.

  • Schedule and assign the work of park maintenance crews and issue crew assignments
  • Coordinate tools, equipment, materials and supplies needed for projects
  • Perform and/or supervise mowing operations; ballfield maintenance; trash and debris removal; minor plumbing and electrical repairs; tree and shrub care and removal; building maintenance and repair; regular vehicle inspection as well as preventive maintenance and care of vehicles, tools and equipment; etc.
  • Construct (or supervise the construction of) park shelters, bridges, gates, water systems, park service equipment, site amenities, etc.
  • Prepare specifications for quotes and monitor work of contractors
  • Assist with practical aspects of park planning
  • Perform and coordinate snow removal operations
  • Perform other related duties as required

The qualifications/requirements, knowledge/skills/abilities and physical requirements or working conditions described here are representative of those that must be met by an employee to successfully perform the essential functions of this job 

  • High school graduation or the equivalent
  • Minimum of 5 years of work experience in parks and recreation operations, facility coordination, or program support, which must include at least 2 years of work experience supervising or managing staff
  • Possession of a Maryland Commercial class A driver's license, or the equivalent out of state license (or possession of a valid automobile operator's license with ability to obtain the specified CDL within 120 days or hire)

Substitutions for the above-listed required education and experience are a bachelor’s degree with 1 year work experience as described above with 2 years' experience managing or supervising staff or associates degree with 3 years' work experience as described above with 2 years' experience managing or supervising staff.


KNOWLEDGE / SKILLS / ABILITIES:
A successful incumbent operating in this role displays the following:
  • Ability to maintain County Authorized Driver privileges
  • Considerable knowledge of methods and procedures for maintaining parks and park facilities and equipment
  • Knowledge of construction methods and procedures, ability to read plans and drawings, and ability to construct a variety of park structures and equipment
  • Ability to repair and maintain park service equipment, buildings and site amenities
  • Knowledge of hazards associated with the operation and care of various tools and equipment (e.g. trucks, mowers, chain saws, power tools, etc.) with knowledge of appropriate safety precautions and ability to enforce those practices
  • Ability to effectively supervise and direct the work of others
  • Effective written and spoken (English) communication skills including the ability to accurately compile and maintain records and reports
  • Ability to use computer to input data (using County software) and retrieve information
  • Ability to establish and maintain effective working relationships with co-workers and the general public
  • Possession of Roadside Tree Care Expert, or the ability to obtain this certification within 2 years of hire 
  • Possession of Maryland Professional Fertilizer Applicator, or the ability to obtain this certification within 2 years of hire
  • Possession of a Maryland Professional Pesticide Applicator, or the ability to obtain within 2 years of hire

PREFERENCE MAY BE GIVEN FOR:
  • Possession of Roadside Tree Care Expert certification
  • Possession of Maryland Professional Fertilizer Applicator license
  • Possession of a CDL-A license

PHYSICAL REQUIREMENTS / WORKING CONDITIONS:
  • While performing the duties of this position, the employee is required to constantly sit, walk, climb, stoop/kneel/crouch, lift up to 20 pounds, push up to 40 pounds, pull up to 20 pounds, reach, and perform repetitive; occasionally lifts between 20-50 pounds, pushes over 40 pounds and pulls over 40 pounds and drives; and rarely lifts up to 50 pounds.
  • While performing the duties of this position the employee is constantly working outdoors, walking on uneven terrain, working in dirty and dusty environments, and is required to wear protective equipment;  is frequently working in a noisy environment near machinery; occasionally is working indoors, in hot temperatures above 100 degrees and cold temperatures below 32 degrees and working with chemicals or fumes; and is rarely working at heights
  • Available for a minimum of 3 mandatory Parks and Recreation events, and available for occasional weekend work or irregular hours as needed
  • This position is considered essential and must be available on-call for snow removal and other emergency situations
