Description This position is responsible for coordinating, consulting, and creating the foundational structure for the Franklin County Human Services Department. The Project Manager will coordinate with county leadership and outside resources to ensure that all operational, procedural, and compliance elements are in place so that the department is prepared to begin operating the independent Franklin County Human Services Department on July 1, 2026. It is envisioned that this will be a transitional role and the eventual responsibilities of the position will necessarily entail the knowledge, skills and abilities of the Human Services Director role.

Examples of Duties ESSENTIAL FUNCTIONS OF THE JOB Coordinate with the Benton County Human Services Director, Judges, existing bi-county service providers, community organizations, and Franklin County HR and leadership to ensure readiness. Develop and collaboratively implement project plans, budgets, timelines, and milestones for establishing Human Services. Identify and secure necessary resources, including staffing, training, and technology in collaboration with Franklin County leadership, HR, Auditor's Office, and other partners.

Serve as a liaison between Franklin County leadership, Human Resources partners and adjacent agencies, and service providers. Prepare reports and updates for County Commissioners and the County Administrator. Facilitate stakeholder meetings and provide consultation on best practices for Human Services.

Monitor progress and adjust plans to meet deadlines and objectives. Once operational, transition into a role which serves the operations of the department. Typical Qualifications TRAINING AND EXPERIENCE Bachelor's degree from an accredited college or university in Social Sciences, Social Services, Public Administration, Business Administration or closely related field.

Master's degree preferred. Professional work experience in the above areas may be substituted, year for year, for the education requirement. KNOWLEDGE, SKILLS, AND ABILITIES Proficient knowledge of principles, practices, and techniques and related to tools, equipment, and technology as they relate to area(s) of assignment according to current department and County practices.

Valid WA state Driver's License if utilizing county-issued vehicle Proficient skills in troubleshooting and resolving issues or problems by analyzing problems, identifying alternative solutions, interpreting compliance documentation, projecting consequences of proposed actions and implementing recommendations in support of goals. Proficient time management and mental and physical organization skills that support the ability to focus, have clarity, and use strategy to fulfill a variety of tasks successfully. Proficient computer skills in Word, Excel, Outlook, the internet for research, and the ability to learn and develop proficient skills in the current County-wide enterprise resource planning software.

Ability to write and speak clearly and concisely and to express ideas and recommendations effectively orally and in writing. Ability and willingness to establish and maintain communication and working relationships with peers, representatives from other agencies, vendors, public officials, and the general public using courtesy, tact, and good judgment. Salary : $71,635 - $78,978
