Position Description Non-Supervisory/Non-Exempt
OVERALL OBJECTIVE OF JOB
To investigate the illegal distribution, sale, and use of controlled substances.
ESSENTIAL FUNCTIONS OF JOB
- Conduct narcotics investigations by receiving assignments/complaints; conduct nonconsensual and consensual electronic surveillance; supervise the activity of informants while participating in undercover activities; interact with suspects; spend money to collect evidence of illegal activities; remember conversations, descriptions of suspects and details to be committed to written notes; conduct raids/arrests; and submit samples of evidence to the laboratory for analysis.
- Plan investigations by gathering information, cultivating informants, verify the reliability of informants, and judge the information to pursue further investigations; account for money spent and cooperates with other agencies.
- Conduct surveillance by evaluating the area and/or structure being placed under surveillance; test surveillance equipment, and utilize undercover techniques to avoid detection.
- Complete reports by keeping a daily record of activities; compile a summary of activities such as complaints received, arrests made and types of investigations conducted; and review investigative notes and other information.
- Prepare arrests/search warrants; implement arrests and search warrants by planning, organizing and coordinating each step; ensure the proper collection and preservation of evidence.
- Testify at hearings and trials; evaluate arrest charges to determine evidence preparation; and formulate questions regarding testimony of witnesses to assist with prosecution.
- Maintain necessary information by filing arrest reports, uniscope messages, notes, investigative material and reference material; keep records on complaints and other information not requiring immediate action.
- Maintain and improve proficiency by practicing techniques involved in undercover work, learning street languages, prices of drugs, drug types, etc.; keep current on charges in the law and court decisions; attend training programs and provides instruction to other police officers when necessary.
- Perform other related duties and duties of a law enforcement officer as required, including but not limited to interpreting laws and statutes of the Commonwealth.
SUPERVISION RECEIVED
This position requires the individual to work independently to organize and conduct drug investigations without day to day supervision. The District Attorney will provide general supervision and direction of this individual as well as general oversight of investigations conducted.
SUPERVISION GIVEN
The Narcotics Detective will provide supervision and direction to other law enforcement officers cooperating in Drug Task Force investigations.
WORKING CONDITIONS
- Works in a variety of settings including both indoor office environment and traditional police field work environment.
- Must maintain flexible hours, able to adjust day to day work schedule to meet investigation requirements.
- Subject to potentially life-threatening conditions throughout the conduct of undercover investigations.
- Subject to greater than normal stress levels.
PHYSICAL AND MENTAL REQUIREMENTS
- Must possess good communication skills
- Must be able to sit, stand, and walk for substantial period of time throughout the workday.
- Must be capable of light to medium work with occasional lifting of twenty (20) to thirty (30) pounds.
- Must be emotionally stable and able to cope with elevated stress.
- Must be able to pay close attention to detail and document activities for reporting purposes.
QUALIFICATIONS
