Reports to:     Director of Property Management

Salary:            $70,000 - $75,000 annually

Status:             Full Time; Regular; Exempt

Location:         Harlem and Long Island City and throughout the 5 boroughs of NYC

Days/Hours:    Monday - Friday; 9am-5pm

(Fortune) has been working for over 57 years in service to our mission: to support successful reentry from incarceration and promote alternatives to incarceration, thus strengthening the fabric of our communities. The organization has evolved into one of the nation’s preeminent reentry and justice-informed service organizations, providing formerly incarcerated people with the skills and wrap-around services needed to break the cycle of crime and incarceration and to build productive lives in their communities. 

 

Fortune has grown steadily over the years to an agency with close to $90 million in annual budget with just under 600 staff. We anticipate that we will keep growing, both in size and depth of service. Fortune has a dual mission: both advocacy and service. The advocacy portion of our mission focuses on building a more just criminal legal system and reducing the barriers to reentry into society. The service side of Fortune has evolved to encompass a broad range of programs that started with employment and education and now includes a robust array of services, among them: alternatives to incarceration, supervised release, court advocacy, discharge planning within correctional facilities, licensed substance use and mental health treatment, a housing continuum ranging from emergency and transitional through permanent congregate and scattered site housing, assistance in obtaining benefits, a care management unit, HIV services, a food and nutrition program, and an arts program. Each service we provide is informed by the needs of the population we serve. Fortune currently serves approximately 14,000 people a year.. Our program models are recognized, both nationally and internationally, for their quality and innovation. We have locations in Brooklyn, The Bronx, Manhattan and Queens.

 

Position Summary:  

The Assistant Director of Property Management will provide an oversight of the lease acquisition process for Fortune’s Scattered Site Housing program (SSHP).  The Assistant Director will primarily be responsible for lease acquisition, outreach to landlords and management companies, advocacy, team development and training, advocacy and maintaining a tracking of leases. Liaison with case management staff on shared initiatives and audit preparation.

Essential Duties and Responsibilities:

  • Develop and maintain appropriate housing stock by working with the Director of Property management.
  • Conduct training, supervision and onboarding of new and existing staff.  
  • Assist with audit preparation and work with EQI on standardizing data and procedures.
  • Ensure ongoing location and negotiate of new apartment leases for new or existing participants with landlords of vacant units.
  • Attend management meetings, review trends for discussion and updates.
  • Attending advocacy events related to Fortune Society’s housing and social justice initiatives. 
  • Review and approve inspections of new and existing housing units to ensure compliance with applicable HPD, DOB and HUD housing codes and standards, using the Housing Quality Standard (HQS) inspection form.
  • Review tenant portion for accuracy of rent using the HUD tenant rent calculation tool. Work with social service staff on tenants in arrears.
  • Review rental arrears reports and provide strategies for payment. 
  • Review client services in the agency’s proprietary database, as well as in the appropriate contract funder database, if applicable.
  • Assist with correspondence to landlords regarding any unit repair issues or building violations. Review and approve work order repairs from contractors across the entire SSH portfolio. 
  • Supervision of the property management coordinator and field support for the lease renewal process for all units by ensuring staff are engaging landlords in a timely process to ensure every unit has an updated lease.
  • Ensure staff order timely furniture deliveries for new participants into the program.
  • Review client moves as necessary, including apartment swaps, move-ins, move outs and reserve vehicles and securing movers.
  • Review management of the electronic apartment repair log, updating repair issues through completion.
  • Document all interactions with landlords and staff on housing placement and apartment repair issues through finalization in property management database.
  • Create, develop and maintain a secure “key system” along with access to all scatter-site housing units. 
  • Review and preapprove check requests from our finance department for landlord or other relevant vendor payments.
  • Know and understand monthly reporting submitted by the Director.
  • Other responsibilities as assigned.  

Supervisory Responsibilities: This position provides direct supervision to the Property Management Coordinator and Field Support.

 

Qualifications:

Qualifications:

  • High school diploma, some college or property management certification preferred.
  • Must possess valid NYS Driver’s license and be approved to drive on agency insurance.
  • At least 5 years of experience placing homeless individuals with behavioral health challenges and or criminal justice backgrounds in independent or permanent supportive housing using direct landlord placement.
  • Must possess strong NYC based landlord portfolio and knowledge of housing landscape.
  • Strong marketing and negotiation skills.
  • Skilled in data management including - Microsoft Office and other property management or case management systems.
  • Strong follow-up, time management and organizational skills.
  • Ability to work well on your own and be self-directed, but also work within a structured team.
  • Strong verbal and written communication skills.

Travel Requirements - Travel a must as unit acquisition, moves, and apartment inspections will require travel throughout the New York City area.
