We are seeking an experienced IT Project Manager to support enterprise technology initiatives within the Department of Financial Protection and Innovation (DFPI) Information Technology Services Division. This role will serve as a critical liaison between IT and business stakeholders, leading full lifecycle project delivery across modernization, maintenance, and new system development efforts. The ideal candidate brings deep experience managing complex IT projects within structured environments, leveraging California Project Management Methodology (CA-PMM) and/or Project Management Institute (PMI) best practices, with a strong focus on governance, compliance, and delivery execution.
Anticipated Start Date is July 2026- 12-month contract with possible 2-year extension
WORKSITE:
Hybrid – Sacramento, CA (preferred) / Remote within the United States (as approved)
WORK SCHEDULE:
Monday – Friday, standard business hours (may require occasional off-hours support based on project needs)
PAY RATE:
$105.00 per hour

WHAT YOU'LL DO:
· Lead full lifecycle IT project management activities including planning, execution, implementation, and closeout
· Serve as the primary liaison between IT teams and business stakeholders to ensure alignment of project objectives
· Develop and manage project plans, schedules, budgets, and deliverables in accordance with CA-PMM and/or PMI standards
· Oversee risk, issue, and change management processes to ensure successful project delivery
· Coordinate cross-functional teams including technical staff, vendors, and business units
· Support system modernization initiatives, including migration from legacy platforms to cloud-based or modern solutions
· Ensure compliance with California State project governance, procurement processes, and reporting requirements
· Manage project documentation including status reports, artifacts, and audit-ready materials
· Facilitate stakeholder communication, executive reporting, and project governance meetings
· Incorporate Organizational Change Management (OCM) practices to support user adoption and transition
WHAT YOU'LL BRING:
· Five (5) or more years leading IT modernization projects involving legacy system replacement and/or migration to cloud-based platforms
· Five (5) or more years of project management experience supporting organizations with 600–1,000 employees and public-facing stakeholders
· Five (5) or more years of project management experience supporting financial institutions, banking, or consumer financial protection environments
· Five (5) or more years incorporating Organizational Change Management (OCM) into project delivery (e.g., stakeholder adoption, training strategies, communication plans)
· Five (5) or more years working with California State procurement processes, including RFP support, vendor coordination, and contract lifecycle activities
· Ten (10) or more years of broad project management experience across full lifecycle delivery, including:
- Project planning and artifact development
- Scheduling and resource management
- Risk and issue management
- Change management
- Contract and vendor management
- Use of tools such as TFS and/or Azure DevOps
· Two (2) or more years of experience supporting initiatives related to Digital Financial Asset Laws, fintech regulation, or financial compliance frameworks
· Active PMP Certification and/or CA-PMM Certification (must be clearly listed on resume)
Minimum Qualifications
· Five (5) or more years of experience serving in a Project Manager or Project Director role
· Ten (10) or more years leading complex Information Technology projects utilizing both Waterfall and Agile SDLC methodologies
· Experience equivalent to a California State IT Specialist II classification (demonstrated through scope, complexity, and level of responsibility)
· Five (5) or more years of demonstrated experience performing all of the following project management functions:
- Developing and managing project plans and related artifacts
- Managing project schedules and timelines
- Performing issue and risk management
- Managing change control processes
- Supporting contract and vendor management
- Managing project resources and coordination
- Utilizing tools such as TFS and/or Azure DevOps
