Position Purpose

The Regional Chief is the Deputy Superintendent's primary regional leader responsible for instructional quality, student outcomes, and school performance across a defined geographic region of Fort Worth ISD. This role ensures coherent execution of district instructional expectations across all schools in the region; drives rapid improvement in student achievement and closing the achievement gaps; and ensures operational readiness so principals can focus on teaching and learning. The Regional Chief leads, coaches, and supervises the Executive Directors of Instructional Leadership (EDILs), who supervise principals, and the region's Senior Executive Director of School Operations, who supports effective central office service delivery.

Essential Job Functions

Own Regional Instructional Quality and Student Outcomes

  • Owns student achievement outcomes and instructional quality across all schools in the region, with explicit responsibility for closing achievement gaps for all student groups.
  • Translates district instructional expectations into daily classroom execution across the region; ensures consistent rigor and non-negotiable instructional practices.
  • Uses evidence (student performance, instructional implementation data, school performance indicators, and leading indicators) to drive fast problem-solving and corrective action at the campus and regional level.

Drive Coherent Instructional Execution Through Principal Supervision

  • Supervises and hold EDILs accountable for rigorous principal supervision, coaching, and development that results in measurable improvement in teacher practice and student outcomes.
  • Ensures principals implement the district curriculum/high-quality instructional materials, pacing expectations, assessment practices, intervention/MTSS, and professional learning consistently and with urgency.
  • Identifies performance gaps quickly and require immediate corrective action; remove barriers and end practices that lead to chronic underperformance.

Lead School Portfolio Performance and Principal Effectiveness

  • Holds principals accountable for school performance across the region, including student achievement, instructional quality, culture, attendance, and operational readiness.
  • Requires timely, decisive HR actions when school leadership performance does not improve; ensures improvement plans are real, observable, and time-bound, supported by evidence in classrooms and outcomes.
  • Builds a deep bench of school leaders by developing, selecting, and retaining effective principals and principal supervisors.

Ensure Operational Enablement and Central Office Responsiveness for Schools

  • Supervises and hold the Senior Executive Director accountable for regional operational readiness to enable high-quality instruction in every classroom, including the coordinated execution of HR, IT, Operations, Facilities, Finance, Transportation, Child Nutrition, Safety, and other central office functions.
  • Ensures rapid resolution of school-impacting issues (staffing actions, technology issues, facility readiness, procurement/budget support, scheduling, and other operational barriers) that disrupt instructional delivery.
  • Removes cross-functional barriers between academics and operations; ensure principals experience central office as a service organization with clear owners, fast cycle times, and reliable follow-through.

Advance Equity Through Consistent Access and Regional Resource Alignment

  • Ensures consistent instructional rigor, access to effective teaching, and high expectations across all campuses in the region, regardless of student demographics or historical performance.
  • Drives targeted acceleration strategies and resource alignment for campuses and student groups that are persistently underperforming.
  • Ensures region-level decisions and practices do not permit variability in expectations that results in predictable gaps for emergent bilingual students, students receiving special education services, and other student groups.

Manage Regional Performance Management and Continuous Improvement

  • Executes the district's performance management cadence that is evidence-based and action-oriented, focused on instructional quality, student outcomes, principal effectiveness, and operational service levels.
  • Ensures region staff time and school time are protected from low-impact initiatives, over-processing, and compliance-only work; prioritize actions that change classroom instruction and student learning.
  • Monitors implementation quality, identifies root causes, and adjusts quickly; ensures "support" is defined by measurable changes in practice and results.

Governance, Compliance, and Professional Standards

  • Ensures regional work is compliant with federal and state law, TEA requirements, Board policy, and district procedures; protects instructional time while meeting compliance obligations.
  • Maintains ethical conduct, confidentiality, and responsible stewardship of district resources.
  • Performs other duties as assigned by the Deputy Superintendent and/or Superintendent.

Supervisory Responsibilities

  • Selects, trains, supervises, and evaluates staff, and makes recommendations relative to assignment, retention, discipline, and dismissal.

  • Knowledge of budgets and budgeting processes for both local and federal funds and experience in developing and managing central or campus budgets.
  • Knowledge of effective instructional practices and instructional coaching, and constructively changing adult behaviors to foster improved outcomes for students.
  • Knowledge of best practices in administration, program evaluation, and staff supervision.
  • Knowledge of current research and literature related to effective leadership.
  • Skill in leading adults through effective coaching, clear accountability, and performance management.
  • Skill in organizational, public, and interpersonal relations.
  • Skill in program management, evaluation, program planning, program development, implementation and evaluation.
  • Skill in analyzing multiple data sources quickly, identify root causes, and execute corrective action.
  • Skill in judgment and creativity in decision-making; considering the relative costs and benefits of potential actions to choose the most appropriate one.
  • Ability to drive coherent instruction and improvement at scale across diverse school contexts.
  • Ability to use strong judgment and ability to make timely decisions in high-accountability environments.
  • Ability to align academic and operational systems to improve school-level execution and protect instructional time.

Travel Requirements

  • Travels to school district buildings and professional meetings as required.

Physical & Mental Demands, Work Hazards

  • Tools/Equipment Used: Standard office equipment, including computer and peripherals.
  • Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.
  • Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.
  • Lifting: Occasional light lifting and carrying (less than 15 pounds).
  • Environment: Works in an office setting; occasionally requires irregular and/or prolonged hours.
  • Attendance: Regular and punctual attendance at the worksite is required for this position.
  • Mental Demands: Maintains emotional control under stress; works with frequent interruptions.

Minimum Required Qualifications

  • Education:
    • Master's degree in Education or a closely related field required;
    • Doctorate degree preferred.
  • Certification/License:
    • Eligible for a Valid Texas Mid-Management and/or Principal Certification. Attainment of certification within six months is a condition of continued employment;
    • Attainment of T-TESS and T-PESS Certification within six months is a condition of continued employment.
  • Experience:
    • Minimum of three years of exemplary teaching experience.
    • Minimum of five years of successful experience as a principal, director, or other similar district supervisory role.
