PURPOSE
The Fiscal Affairs Manager is responsible for supporting compliant and strategic operations of monetary functions of Fort Wayne Community Schools and assisting in the execution of fiduciary requirements of the district in partnership with the Director of Fiscal Affairs.
MINIMUM QUALIFICATIONS
- Bachelor’s degree in accounting
- Three (3) years’ experience working with various financial records, report preparation and/or analysis
- Knowledge of accounting and payroll systems and related software
- Must possess knowledge of the terminology, practices and procedures of assigned office.
- Knowledge of applicable governmental regulations and compliance policies related to financial oversight and auditing in public education preferred
- Two (2) years supervisory experience preferred
ESSENTIAL FUNCTIONS
- Assist in managing the accounting and reporting processes including the development of internal control policies, guidelines, and procedures for activities such as payroll and cash management
- Oversee/Audit the maintenance and updating of revenue, expenditures and balances for all District funds
- Ensure all operations are according to FWCS guidelines and Generally Accepted Accounting Principles (GAAP) and that compliance with federal, state and local laws is maintained
- Responsible for review and audit of all banking and investment accounts, including bank reconciliations. Participation in troubleshooting and posting cash activity if necessary.
- Oversee the initiation of all wire and ACH payments for bonds, leases, vendors and real estate purchases
- Oversee and assist with end-of-the-month and end-of-year processing
- Provide administrative support and assistance in the review, preparation and development of designated budgets and related documentation as assigned
- Ensure timely reporting schedules are met for Board of School Trustees, appropriate administrators and government agencies
- Coordinate communications, information and personnel to assure smooth and efficient accounting activities
- Assure proper and timely resolution of accounting and payroll issues and conflicts
- Respond to inquiries and provide detailed and technical information concerning related accounts, budgets, standards, principles, practices, transactions, issues, records, reports, requirements, laws, codes, regulations, policies and procedures
- Assist in the hiring and training of department employees and provide input concerning staff evaluations as requested.
- Coordinate and assist in the training of FWCS employees on matters pertaining to fiscal affairs
- Assist with the direction of property, liability, and employee insurance coverage and related compensation items
- Assist with the coordination of accounting fiscal-related communications across the district and regulatory entities
- Assist with the preparation of financial statements, business activity reports, financial position forecasts, or reports required by regulatory agencies
- Maintain current knowledge of organizational policies and procedures, federal and state laws, policies and directives, and current accounting standards

Salary : $87,201 - $114,540
