Job Overview

The Chief Academic Officer will plan, direct, manage and evaluate all FBISD Division of Academic and Instructional Services programs, services, and personnel. The incumbent will be responsible for the effective and efficient operation of instructional departments and for partnering with the Department of School Leadership to provide support and accountability for campuses as it relates to student well being, growth, and instructional programming including, but not limited to, the following: Accountability, Career and Technical Education (CTE), Curriculum and Instruction (elementary and secondary), Gifted and Talented and Academy Programs, Organizational Development, Special Education, Special Programs, Student Support Services, and Testing.

Position Description

Essential Duties and Responsibilities

  • Develop and implement a mission and shared vision of the future for departments in the division
  • Provide guidance for assigned departments on developing appropriate strategic goals and objectives aligned with the FBISD overall strategic vision, mission, goals, and objectives, and provide active support for achieving them
  • Participate in the district-level decision process to establish and review the district's goals and objectives and major instructional programs
  • Articulate the district’s mission, instructional philosophy, and curriculum implementation strategies to the community and solicit their support in realizing its mission
  • Plan the necessary time, resources, and materials to support accomplishment of the division goals
  • Improve the quality of services, products, and processes through training, automation, and redesigning of processes and practices
  • Think strategically with the ability to plan, formulate, and execute policies and programs
  • Oversee the recruitment, selection, assignment, supervision, and evaluation of departmental personnel within the division
  • Establish and maintain collaborative working relationships with school and department-based personnel, officials, and community members
  • Develop and manage the annual division budget and oversee the budgets of assigned departments to ensure prudent management of funds and human resources necessary to carry out the diverse functions and programs of the departments
  • Demonstrate knowledge of the principles and practices of school administration and of current educational trends; knowledge of the methods, materials, procedures, and practices in the field of instructional program administration
  • Improve leadership skills through self-initiated professional development activities on a continuous basis
  • Direct the development, revision, and approval of proposed new and revised Board Policies and Administrative Procedures relevant to the division to ensure compliance with School Board guidance and governmental regulations. Recommend final proposed policies and procedures for Superintendent and School Board approval
  • Demonstrate knowledge of federal, state, and local laws, policies and procedures in order to gain compliance, cooperation, and understanding
  • Partner with the Chief of Schools and members of the Department of School Leadership to review campus and district student achievement, attendance, and discipline data in order to make informed decisions that support and hold campus administration accountable
  • Obtain and use evaluative findings, including student achievement data, to examine the effectiveness of instructional programs within the division
  • Respond to requests for information from the Superintendent and Executive Team members, providing all pertinent data and information
  • Attend School Board meetings, providing information and presentations as required
  • Work collaboratively with all Executive Leadership Team members. Ensure collegial working relationships, effective teamwork, and open communication among departmental staff; and provide high quality provision of services, assistance and information by department staff to district management and staff, and the general public
  • Provide leadership and disseminate ideas and information to other professionals and oversee the training and development needs of all FBISD employees
  • Represent FBISD on division-specific matters at the national, state, regional, and local levels

Supervisory Responsibilities

  • Carries out supervisory responsibilities for administrators of the assigned departments and programs in accordance with the District’s policies and applicable laws
  • Responsibilities include interviewing, hiring, and training employees
  • Plan, assign and direct work
  • Appraise performance of employees
  • Reward and discipline employees
  • Address complaints and resolve problems

Qualification Requirements

  • Master's degree in educational administration or a field appropriate to the assignment
  • Doctorate degree preferred
  • Valid Texas Mid-Management or Principal Certification or Superintendent Certification or out of state equivalent certification and the ability to obtain Texas Certification
  • Minimum of 3 years of successful teaching experience
  • Minimum of 5 years of experience in instructional leadership roles in a large school district
  • Minimum of 5 years of experience at the district senior leadership level as principal, director, or above
  • Significant experience as a senior district level leader in a large school district preferred

The position requires occasional walking, standing, sitting, bending, stooping, kneeling, crouching, crawling, and lifting/carrying work related items weighing less than 40 pounds, such as books, papers and presentation materials. The employee is regularly required to use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; and talk or hear. Specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus. Attendance at conferences and professional development is required. Work involves everyday risks and discomforts which require normal safety precautions when operating equipment or performing job duties. May work prolonged or irregular hours and must be able to maintain emotional control under stress.

Additional Information

  • The position primarily involves those physical activities found in an office setting, such as sitting, walking, bending, reaching, operating a computer, and communicating by telephone. The position requires effective public speaking abilities. The position also requires considerable local and moderate distance travel and the ability to drive a car. The position requires working unusual hours, e.g., attendance at School Board meetings and other evening activities. The incumbent may be required to respond to unexpected events and communications at any time or day, e.g., disasters such as fires, criminal actions, or other issues requiring immediate attention. The position is “high profile,” and may be responsible for handling highly emotional or potentially dangerous individuals, as well as highly charged public situations such as irate community groups or the press.
