Formosa Plastics is a privately held company headquartered in Livingston, New Jersey. Our core business, producing plastic resins and petrochemicals, takes place at three wholly-owned chemical manufacturing subsidiaries located in Delaware City, Delaware, Baton Rouge, Louisiana and Point Comfort, Texas.

I. POSITION OBJECTIVE
The Operations Safety Staff plays a critical role in advancing safety excellence and environmental, health, and safety (EHS) performance across the FPC-TX complex. Acting in an advisory capacity, this position supports Operations, Maintenance, Contractors, and Corporate EHS by identifying potential hazards, ensuring consistent adherence to FPG/FPC procedures, promoting a proactive safety-first culture, and assisting with safe work permitting and pre-planning activities. While not responsible for issuing permits or performing energy isolations, the Operations Safety Staff is instrumental in guiding personnel to carry out tasks safely and efficiently. Through active field presence, practical training, oversight, and development of audit data, this role reinforces safe work practices, supports compliance with safety policies and court orders as applicable, and bridges gaps between departments. By fostering site-wide consistency and building strong safety awareness, the Operations Safety Staff is essential to maintaining and strengthening the organization’s operational safety culture.
II. MAJOR AREAS OF ACCOUNTABILITY
Pre-Planning and Work Oversight
  • Lead and oversee the pre-planning process for permitted work, ensuring high-risk permits are developed properly, reviewed, and aligned with specific job hazards and mitigation strategies.
  • Engage actively with Operations, Maintenance, and Contractors during pre-planning to ensure that all hazards are identified, addressed, and communicated effectively before execution.
Hazard Identification and Mitigation
  • Recommend and implement effective hazard mitigation strategies using the Hierarchy of Controls.
  • Ensure proper selection and use of Personal Protective Equipment (PPE) based on specific task risks.
  • Exercise Stop Work Authority and encourage personnel to do the same when unsafe conditions or acts are observed.
Compliance Monitoring
  • Conduct routine and non-routine inspections of job activities to verify safe execution per FPG/FPC procedures, permits, and regulatory requirements.
  • Perform annual review of permit-required confined space as required by OSHA 1910.146(d)(14).
  • Perform Hazardous Energy Control (HEC) inspections for each equipment type in the area of responsibility as required by H&S Procedure 11 Hazardous Energy Control. Identify
deviations and provide solutions to prevent future deviations.
  • Perform monthly audits of interlock bypass permitting paperwork to assure proper execution of the bypass procedure.
  • Lead, review, and approve Pre-Startup Safety Reviews (PSSRs) for newly installed equipment, strongly emphasizing evaluating walking-working surfaces and human factors to ensure operational readiness and full compliance with safety standards.
Procedure and Regulatory Alignment
  • Assist Operations and Maintenance teams in ensuring Standard Operating Procedures (SOPs) are properly followed to assess job hazards and prescribe effective controls (elimination, substitution, engineering, administrative, or PPE).
  • Promote and maintain compliance with all applicable environmental, health, and safety laws, regulations, and Recognized and Generally Accepted Good Engineering Practices (RAGAGEP).
  • Support adherence to company safety, health, and security programs, reinforcing best practices across the site.
Contractor Oversight and Compliance
  • Monitor contractor activities to ensure strict compliance with permitted work requirements and FPG/FPC policies.
  • Support contract workforce through pre-job meetings, SWP reviews, and active field engagement during task execution.
Safety Engagement, Training, and Coaching
  • Deliver training, coaching, and hands-on support to Operations, Maintenance, and Contractor personnel to strengthen understanding of safety expectations and regulatory requirements.
  • Develop and deliver targeted training based on audit findings and trend analysis to continuously improve workforce competency and reduce incidents.
  • Foster a proactive safety culture by promoting continuous improvement, knowledge sharing, and personal accountability for safe behaviors.
Incident Reporting and Investigation Support
  • Ensure timely and accurate reporting of all incidents to management.
  • Participate in or support thorough incident investigations to identify root causes and implement corrective actions to prevent recurrence.
Hygiene and Exposure Control (as applicable)
  • Support efforts related to industrial hygiene, exposure tracking, and ETE (Exposure Tracking and Evaluation) initiatives, ensuring employee exposures are identified, monitored, and controlled where applicable.
Project Management
  • Act as the Person in Charge (PIC), overseeing projects from initial concept through planning, execution, and successful completion as required.
  • Prepare and present project status reports, updates, and performance metrics to management.
  • Manage project risks, identify potential issues, and develop mitigation strategies.
THM:
  • Promote cleanliness and order through the implementation of the Total House Keeping Maintenance program. Emphasize Nothing Touch Ground program and No Visual Pollution program. Maintain the plant like new condition.
III. QUALIFICATIONS
A. TECHNICAL JOB CRITERIA
1. Previous Related Experience Required
6 to 10 years of direct industrial hygiene and/or safety-related experience depending upon education achieved, or 6 to 10 years of direct petrochemical process operation or maintenance experience with daily responsibilities for implement/enforcing H&S compliance procedures and initiatives depending upon education achieved.

2. Technical Skills Required to Perform This Job
  • Mobile equipment operations.
  • Computer skills in Microsoft Office and other job-related software applications.
  • J-5 Permitting knowledge
  • Knowledge of current site Safety Procedures and OSHA Requirements
  • Calibration and troubleshooting of current LEL equipment
3. Education
High school diploma or equivalent plus a minimum of 10 years direct job-related experience required; or Associate’s Degree with 8 years direct job-related experience, or a Bachelor’s Degree with 6 years of direct job-related experience required.

4. Other Certification/Training Required
  • Will require training in Company Policies and Procedures after hire.
  • Current employees must meet all technical and safety training requirements for current position, as specified in the Master Training Plan.
  • Relevant safety certifications and training are a plus. Valid state-issued Driver’s License.
  • Must achieve an OSHA 511 certification within 6 months of hire.
