Proposal Manager

IT consulting firm in Chantilly, VA seeking a part-time, hybrid Proposal Manager with Federal IT Services and Engineering proposals experience.

Hours/Schedule: 20-30 hours/week, flexible schedule, open to candidates that are looking for full-time through the summer

Rate: $70/hour

Job Description: Seeking a hands-on Proposal Manager to augment our existing Business Development Team. We are looking for a versatile, high-impact team player who can wear multiple hats and contribute across various functions. The ideal candidate is a utility player—someone who thrives in a dynamic environment, seamlessly stepping in to manage proposals, coordinate teams, and support critical business development efforts as needed. The Proposal Manager is primarily responsible for managing and writing proposals in support of client’s growth goals. The candidate will work closely with senior leadership, capture/business owners, other proposal managers, engineers, proposal coordinator, and operations staff. This person oversees all proposal activities from inception to submission, including managing proposal schedules and deadlines, developing proposal outlines and compliance matrices, writing of proposal content, and monitoring the progress of proposals. Role involves implementation of all necessary proposal procedures and processes. This is a highly networked role that requires an ability to work under pressure and meet challenging deadlines

Responsibilities:

• Deliver compliant, professionally produced proposals within defined timeframes
• Participate in the development and review of proposal strategies and themes
• Direct the creation and review of proposal outlines that will be used as a key document design and control medium
• Leads and participates in collaborative sessions to refine win strategy, competitive assessments, and customer pain points or hot buttons.
• Assist in analyzing solicitation requirements against proposal outlines to ensure compliance and responsiveness to the customer's issues and needs
• Develop and conduct all color reviews and follow up for internal evaluation of the technical, management, and overall proposal approaches
• Write and edit proposals for continuity, logic, organization, messaging to enhance delivery and client differentiators
• Coordinate and review / edit proposal input from a variety of stakeholders. Specifically working with internal solutions architects, SMEs, and teaming partners
• Maintain proposal files, past performance catalogue; create and maintain corporate SharePoint proposal site for each managed opportunity.
• Serve as an author or proposal section and develop RFI responses

Required Qualifications:

• Bachelor's Degree.
• 5 years’ experience writing winning differentiated Federal IT Services and Engineering proposals
• Strong business acumen, with willingness and ability to learn additional skills.
• Superior organizational skills, with special attention to detail, and time management skills
• Excellent verbal and written communication skills.
• Strong interpersonal skills and the ability to interface with all levels of management; ability to project a confident leadership image to peers, subordinates and executive management.
• Ability to prioritize and manage several projects simultaneously: able to be hands-on as well as strategic
• Must work well under pressure; demonstrated ability to multi-task, work in a fast-paced environment and meet deadlines
• Exceptional skills in Microsoft Word, PowerPoint, Excel, and Adobe Suite of Products
• Proposal Repository Management experience including Teams and SharePoint
• Ability to support on-site proposal responses as required
• Active TS Clearance preferred, ability to obtain required

Desired Qualifications:

• Strong understanding of Software Development, Cybersecurity, and/or DevSecOps subject matter
• Experience with leading and supporting complex proposals in the DoD and Intelligence sectors
• Experience using Teams and SharePoint
• Experience using a CRM Tool such as Salesforce
• Experience with video and/or oral proposal presentations.
• Demonstrated experience using generative AI for research, analysis, content generation and enhancement
• APMP certification
