Position Responsibilities
- Pre-RFP Planning and Readiness
- Act as the main point-of-contact for assigned proposals in the pre-RFP stage, supporting early positioning and opportunity shaping.
- Attend relevant industry days and procurement events to gather and validate opportunity information.
- Participate in teaming discussions, industry events, and early-stage proposal updates.
- Collaborate with Business Development and Capture teams to gather opportunity intelligence, content, and review feedback.
- Analyze solicitation documents (e.g., RFPs, RFIs) to develop compliance matrices, capabilities matrices, outlines, milestone schedules, and cross-reference matrices to ensure compliance with FAR and related regulations.
- Proposal Kickoff and Strategy Development
- Manage all aspects of proposal development using Shipley-based methodologies, ensuring alignment with FAR requirements.
- Develop and distribute proposal documentation such as kickoff decks, style guides, outlines, schedules, writing guidance, and compliance tools.
- Plan and allocate proposal resources (writers, SMEs, graphics, and support staff) and manage the proposal budget.
- Support solution development activities, gate reviews, and color team reviews in collaboration with technical, capture, and business development stakeholders.
- Provide recommendations for Bid & Proposal costs that address solicitation requirements and cost strategy, coordinating closely with SRG's pricing and contracts teams.
- Content Development and Coordination
- Coordinate writing assignments, integrate individual inputs from internal teams and external partners (e.g., subcontractors), and ensure cohesive and compelling content.
- Write and edit proposal narratives, including technical and management volumes, with a focus on Federal and DoD clients; assist with designing graphics.
- Provide guidance and editorial support to ensure consistency, clarity, and compliance across all proposal sections.
- Review and verify that all content aligns with RFP requirements, FAR standards, and internal compliance expectations.
- Production and Delivery
- Coordinate final document production and delivery (print and/or electronic), ensuring confirmation of submission deadlines and formats.
- Ensure complete compliance with all RFP requirements and applicable laws, regulations, and solicitation protocols (e.g., FAR, DFARS).
- Oversee proposal file structure and database management, ensuring version control and accessibility for review teams.
- Post-Submission Activities and Continuous Improvement
- Support post-submission updates, debrief reviews, and archive management.
- Conduct internal training sessions to build proposal development capability across the organization.
- Maintain and enhance technical and proposal libraries, including templates, past performance data, and reusable content.
- Collaborate with other proposal managers to share lessons learned and improve proposal processes.
- Provide peer support and mentorship on proposal management best practices.
- Perform other duties as assigned.
- Knowledge of Department of Defense (DoD) and Federal Acquisition Regulations (FAR) structure and agency acquisition procedures and policies, development, capture planning, and proposal writing.
- Exceptional research and proposal management skills, including hands-on proposal writing and editing skills.
- Excellent project management through clear communication, effective leadership, and interpersonal skills.
- Strong communication skills to oversee an entire proposal structure and cross-functional team Expert knowledge of Microsoft Office Tools including Microsoft Project, Microsoft Word, Excel, Power Point and SharePoint.
- Working knowledge of SharePoint administration and proposal production processes is highly desirable.
- Bachelor’s degree in an associated discipline.
- More than three (3) years’ experience developing proposals for Federal Government departments and agencies, with verifiable experience winning proposals with a value of at least $20M.
- Prior experience in a supervisory or project manager position.
- Experience with Shipley, APMP, or equivalent proposal development processes and methodologies.
- Experience with proposals for broad service offerings – professional services, intelligence community advisory and assistance services, data analytics and category management services are a plus.
- Ability to obtain and maintain a Secret level security clearance.
- Place of work is remote, however, attendance at SRG’s corporate office in Stafford, VA for select proposal activities may be required.
- Remote work environment must have adequate internet service to support Microsoft Teams video and audio calls, Zoom and other collaboration tools as needed.
- Must be able to work extended hours, often with short notice, to meet deadlines. Extended hours may include late nights, early mornings, weekends, and holidays.
- Demonstrate ability to work efficiently under conditions of multiple deadlines and changing priorities to produce a large volume of high-quality material with attention to detail.
- APMP Certification with more than five (5) years’ experience in proposal development or closely related position.
- Bachelor’s degree in English or Journalism preferred.
- Previous experience with Seaport NxG, OASIS and/or OASIS , and GSA MAS proposals.
- Experience with Joint Venture pursuits.
