The Transportation Safety & Security Coordinator works under the direction of the Transportation Manager and reports directly to the Department Director. This highly responsible technical, professional and supervisory position provides planning, directing, coordinating, and management oversight in all safety and security aspects of Public Transportation.

Essential Functions

• Reports to the Department Director on all aspects of the Agency's safety as it pertains to field operations, vehicles, facilities, customers and FCPT personnel. Monitors program effectiveness; tracks and prepares periodic reports. Identifies and recommends safety policies and procedures. Attends Safety and Security Committee meetings to reinforce safety and security procedures.
• Investigates, classifies, and reviews occurrences, accidents, and incidents. Develops corrective measures to minimize reoccurrence. Conduct on-the-scene accident investigations. Conducts periodic incident reviews; reviews videos of events occurring on FCPT revenue vehicles. Ensure that accidents, unsafe acts, and complaints are properly investigated, maintain operators Safe Driving record
• Investigates Safety Events in accordance with 49CFR Part 673 and FCPT PTASP. This includes the review of all accident reports, and related documentation; makes accident prevention determination consistent with contractual provisions; processes determinations and initiates Notices of Infraction when needed. Develops, updates and maintains all written safety programs, such as FCPT System Safety and Security Program Plans, Hurricane Plan, Emergency Contingency Plan, Occupational Safety and Health Plan, Emergency Response Plan, and OSHA and FTA/FDOT/SSO/CTD regulatory and compliance reporting requirements; keeps informed on current developments of federal and state safety laws likely to affect the agency; ensures compliance with requirements.
• Develops and facilitates comprehensive training in response to identified trends or hazards to prevent injuries, safeguard work areas, and improve safety performance across all assigned areas for operations and maintenance. Provides safety direction and training.
• Develops, Coordinates and Delivers onboarding training for new employees according FAC 14-90, FTA, FDOT and FLCTD regulations.
• Manages the Agency’s Drug and Alcohol Program Plan.
• Coordinates with Human Resources for Pre-Employment, Random, and Reasonable Suspicion testing.
• Maintains all work records for drivers and other Transportation Division employees.
• Develops leading KPI's for continuous improvement with safety and security, keeps accurate records, provides analysis of trends and recommendations. Ensures drivers perform daily inspection of vehicles.
• May assist in the hiring of new operators.
• Investigates and records the scene of breakdowns, accidents, or incidents. Reports
• Assist the Manager in providing transportation coordination during County emergency operations in accordance with current security plans and operation needs.
• Performs related work as required.
• Must comply with the provisions of the Federal Transit Administration (FTA) Drug and Alcohol Regulations.
• In the event of an emergency, all employees are considered essential personnel and shall be required to perform alternate duties.

• Must possess a high school diploma or equivalent.
• Must possess a minimum of three (3) years’ experience in a supervisory position.
• Three years’ experience in public transit, logistics, public transit safety or a related field preferred.
• Possession of Class “C” Florida Commercial Driver’s License or higher with Passenger Endorsement is preferred. As a condition of continued employment, a (CLP) Commercial Learners Permit must be obtained within 3 months from date of hire and a Class “C” Florida Commercial Driver’s License or higher with Passenger Endorsement must be obtained prior to the end of the one-year probationary period.
• Ability to obtain the Transit Safety and Security Program Certificate (TSSP) provided through the US Department of Transportation within 2 years of hire.
• Ability to obtain Florida Drug and Alcohol Program Manager Certificate and/or Substance Abuse Management and Program Compliance Certificate within 1 year of hire.
