This position will develop, implement, and manage CIP work programs; establish project goals and objectives, develop various scopes of work, develop budgets and schedules, oversee progress, and initiate solutions. This position will prepare cost estimates, budgets, and schedules for potential projects as well as approved ones. The position will maintain and ensure effective project communications among all team members and stakeholders, represent the County at project meetings and will manage projects closeout. The position may also seek grant funding opportunities and manage grant awards for CIP work programs.

Essential Functions
- Manages, plans, organizes, and directs the activities of project managers, consultants, engineering firms, construction managers, and contractors.
- Develops comprehensive project work plans and schedules; meets with project stakeholders to confirm work scope and expectations; coordinates contracts procurement process.
- Works with architectural and engineering consultants to prepare construction plans, specifications and bidding documents.
- Develops and negotiates contracts for design and construction. Ensures that project stakeholders are advised and updated throughout process; communicates expectations to project team members; makes timely updates to budgets and schedules and advises management and stakeholders of decisions or issues.
- Observes construction phase activities to ensure compliance to contractual schedules, documents and specifications; reports on activities and deficiencies in a timely manner; resolves, advises, or escalates controversial issues to the County Engineer and other relevant parties.
- Manages expeditious completion of projects by scheduling and coordinating contractor’s activities and conducting timely field inspections of corrective work; resolves problems or escalate to the County Engineer as required. Manages project closeout process.
- Prepares reports for the Board of County Commissioners agenda items for required actions.
- Serves as design and construction project manager and performs inspection of CIP projects as needed.
- Performs detailed analysis of designs, specifications, and plans, applies engineering principles to solve civil engineering problems; reviews engineering drawings, contracts, work orders, change orders and purchase orders.
- Provides advice and technical assistance to the County Engineer, citizen advisory groups and the public; confers with a variety of public and private officials on related issues and may serve as the County’s representative to other governmental agencies; discusses and explains the Engineering Department work programs and projects at public and community meetings.
- Leads risk and issue management by planning, tracking, controlling, and escalation/reporting.
- Receives, investigates, and responds to resident concerns regarding the infrastructure and project issues; prepares correspondence, reviews elements of environmental impact reports for escalation and compliance, conducts studies and prepares reports on relevant issues.
- Organizes, prepares design scopes of service, construction scopes of work, and processes Requests for Proposals (RFPs) and Invitation to Bids (ITBs). Leads or assists with pre-bid and pre-proposal meetings.
- Reviews plans and specifications prepared by consultants to ensure construction readiness prior to procurement.
- Schedules public involvement meetings with consultants, and others within the county and make public presentations. Addresses comments and questions from the public regarding the project impact.
- Prepares reports for project and department documentation, county administration, Board of County Commissioners meetings, and interagency coordination.
- Coordinates with partnering agencies (e.g., Florida Department of Transportation, City of Palm Coast, City of Flagler Beach, City of Bunnell) to obtain project approvals and communicate project issues.
- Coordinates with other departments in particular Finance, Growth Management and General Services to establish and execute project requirements and provide updates on projects schedules and issues.
- Manages and coordinates the procurement process, including working with others in the preparation of bid documents and holding pre-bid and pre-construction meetings.
- Serves on procurement evaluation committees. Performs evaluation of consultant and contractor proposals for projects and participates in the evaluation of the most qualified firm to perform the work.
- Assists in writing technical specifications and reviewing quotes for construction contracts. Analyzes technical issues and communicate Engineering decisions and policies to the consultants and contractors.
- Makes construction field inspections, prepares reports of inspections, and recommend resolutions.
- Reviews consultant and contractor invoices and checks actual periodic performance against project schedule. Maintains updated project schedules and cost estimates. Approves invoices for payment.
- Reviews and evaluates requests for additional information and plans clarifications.
- Monitors, analyzes, and makes reports on change orders, claims and supplemental agreements. Assists in negotiating contract changes and recommends changes to contracts and schedules.
- Recommends appropriate changes in contractor schedules to ensure project completion within schedule and reviews and recommends changes to project plans and specifications.
- Participates in the review and evaluation of project plans, reports and special provisions prepared by design consultants.
- Coordinates design issues identified during construction with additional staff as required.
- Ensures field inspections, reports, pay estimates, contractor requests, claims, etc. are responded to in a professional and timely manner. It also involves the insurance of accurate record drawings, and permit closeout.
- Performs other duties as assigned.
- During emergencies, all employees are considered essential personnel and may be required to perform alternate duties.
- Bachelor's degree in environmental or civil engineering, coastal, ocean or marine engineering or related field.
- This position requires a Florida Professional Engineer’s License or the ability to obtain that within 6 months of employment.
- 5-10 years’ experience in the area of civil, construction, project management or relevant engineering experience.
- Must possess a valid state of Florida driver’s license.
