GENERAL PURPOSE
The Program Administrator will assist municipalities and counties with community and economic development grants, planning services, and provide administrative support. Incumbents in this position work independently and as part of a team. They research and analyze complex issues affecting small cities within Beaver, Garfield, Iron, Kane, and Washington Counties in southwest Utah. Duties include preparing planning reports, studies, grant reports, and other community needs.
SUPERVISION RECEIVED
The Program Administrator will receive directions from the Five County Association of Governments Executive Director.
JOB DUTIES
The Program Administrator will manage the regional aspects of the Utah Small Cities Community Development Block Grant (CDBG) program, provide support for the Permanent Community Impact Fund Board (CIB) in the Five County region, and assist communities with grant applications for CDBG, CIB, and other grant opportunities as needed.
The Program Administrator will be responsible for the Community and Economic Development Department’s Budget, as well as other department budgetary needs dependent of the CFO needs. They will implement goals, objectives, policies, and priorities for municipalities and counties in the Five County region. Assist with regional and local planning. Support economic development activities and administrative needs.
Daily activities may include creating graphs, charts, grant reports, reviewing projects, zoning maps, planning documents, organizing, executing projects or surveys, preparing reports, resolutions, letters, and preparing environmental review documents.
Provide technical assistance to counties and communities in the region. Work with other agency personnel and the public regarding municipal and county issues. Plan and organize work schedules to meet operational needs and ensure achievement of work objectives. Establish positive working relationships with elected officials, municipal and county staff, community organizations, state/local agencies, associations, and the public.
The Program Administrator will provide other duties as assigned.
MINIMUM QUALIFICATIONS
Education and Experience:
The qualified candidate will have two (2) years of increasingly responsible experience in public administration, urban or regional planning, and a bachelor's degree in public administration, urban or regional planning, geography, or a related field. A master’s degree in a related field and an AICP certification are desirable but not required. A working knowledge of GIS tools is desirable but not required.
The Program Administrator will exhibit a knowledge of modern public administration and or planning principles, including municipal budgeting, land use, demographics, environmental, economic, and social concepts. Techniques and methods for making effective public presentations of complex information are required. Qualified candidates should possess knowledge of federal programs and have experience working with federal funding sources. A knowledge of applicable federal, state, and local laws, codes, and regulations is beneficial. Knowledge of standard office procedures, practices, and equipment is required.

Must have valid driver’s license and submit to a criminal background check.
WORKSITE ADDRESS
1070 West 1600 South; Bldg. B; St. George UT 84770. This role is located in Washington County and requires on-site presence. Applicants must either currently reside within a reasonable commuting distance or be willing to relocate to the area prior to employment.
WORK SCHEDULE
40 hours week, 8am – 5pm (Monday - Friday), with occasional late nights, and occasional overnight travel.
