NAVFAC Emergency Management Specialist


Location: Washington Naval Yard (DC area) 

Type position: Full time

Clearance required: Secret


FITT Scientific has a requirement to provide full time emergency management and military planning support for Contingency Engineering and Theater Engagement in support of NAVFAC HQ’s Operations Department. NAVFAC HQs Operations Department manages worldwide Contingency Engineering (CE) and Theater Engagement (TE) operations encompassing all NAVFAC products and services via the NAVFAC Atlantic and NAVFAC Pacific Echelon III. CE leads contingency-related DoD construction agent services and global contracting for the full range of military operations as well as emergency management programs (plan, mitigate, respond and recover) at naval installations in support of Defense Support of Civil Authorities and Foreign Humanitarian Assistance operations. TE provides engineering and contracting support for naval, joint and combined operating forces outside enduring installations. CE and TE require deliberate operational and strategic planning and coordination across the Navy as well as with the Joint Staff and Combatant Commands.


Responsibilities will include:

  • Provide emergency management specialist support at NAVFAC HQ at the Washington Navy Yard
  • Provide emergency management expertise for disaster preparedness at naval installations, for Defense Support of Civilian Authorities (DSCA) plans, and for overseas Humanitarian Assistance and Disaster Response (HA-DR) programs


Required:

  • Have or be able to obtain and keep a Secret Security Clearance
  • US Citizen
  • Have minimum 10 years of experience as an Emergency Manager, Disaster Preparedness Officer, or equivalent
  • Master Exercise Practitioner HSEEP certified
  • CAL OES Safety Assessment Program or equivalent program experience
  • Minimum 5 years of experience implementing OPVAVINST 3440.17A
  • Knowledge of emergency management programs, including specific techniques, equipment, practices, and directives
  • Communicate effectively both orally and in written correspondence, and have the ability to advise management level personnel during all hazards event responses
  • Skill in tabulating, organizing, and analyzing manual and automated statistical and narrative data
  • Knowledge of organizational structure, functions and administrative procedures of Navy staffs, commands, installations, and activities as they affect EM programs
  • Knowledge of life cycle management of equipment in accordance with CNIC 3440.17 (Series)
  • Knowledge of standard methods, techniques, concepts, and principles of installation contingency plans, mobilization and war plans and a variety of sensitive classified operational plans
  • Ability to identify required resources and coordinate with respective officials to obtain and provide those resources in support of emergent/contingent operations
  •  Ability to develop budget data and monitor operational mission allocated funding 
  • Ability to provide administrative and technical security advice for military, civilian and contract personnel is required
  • Ability to organize all emergency operations to include staffing, activation and transmitting/receiving of pertinent reports. Capable of delivering briefings and presentations to the commander, senior officers and civilian managers, and other Service, Federal agencies and state or local governments. Supports the NAVFAC liaison to various military levels during crisis/emergency situations. Ability to plan, evaluate and recommend assignments is also required
  • Knowledge of Operations Security (OPSEC) Programs in a military setting to include OPSEC doctrine, procedures, training methods, planning and execution, and evaluation standards for appraising high level and subordinate unit OPSEC posture
  • Working knowledge of the Department of the Navy Emergency Management (EM) program, with the capability to substantially assist in the development of an installation level EM plan
  • Knowledge of command mission(s), organization, capabilities, and command relationships within the subject installation's Area of Responsibility (AOR)
  • Knowledge of EOC operations, equipment and software, the Incident Command / Incident Management System and Chemical, Biological, Radiological and Nuclear threats and response procedures
  • Familiarity with the Unified Facilities Code for EOC's and Mass Warning and Notification systems
  • Working knowledge of available command and control software. Ability to self-adapt to new software and to conduct training on its use, providing feedback as appropriate
  • Detailed knowledge of the National Incident Management System, Incident Management System, National Response Framework, National Disaster Recover Framework and Incident Command System as they relate to an EOC
  • Ability to facilitate incident action planning for an Incident Management Team
  • knowledge of planning concepts and technical requirements for Emergency Action Planning, Continuity of Operations Planning and Business Continuity Planning
  • Knowledge of the requirements of the installation Emergency Management Officer (EMO) to provide Defense Support to Civil Authorities (DSCA)
  • Knowledge and skills in analyzing and evaluating methods and techniques, developing alternatives and presenting recommendations and conclusions for improving emergency response capabilities in a clear, concise and logical manner
  • Skill in conducting analyses of emergency/contingency incidents and emergency management work processes, using past and present knowledge of specialty response and the emergency response teams required to respond, control, contain, recover and cleanup an accident or incident. Response areas include but are not limited to fire, flooding, earthquake, severe weather, chemical, biological or radiological accidents or incidents, hazardous substance spills, search and rescue, aircraft/watercraft accident, mass casualty and evacuations
  • Ability to work independently during disasters, emergencies, conferences, briefings and normal day-to-day situations in meetings and contacts with other federal, state, and local agencies
  • Ability to communicate orally and in writing with all levels of civilian, military, contractor, other federal, state and local agencies and private industry officials as required
  • Ability to read, interpret, and analyze technical research publications and reports
  • Ability to manage short-term and long-range problem solving
  • Ability to consolidate information from various sources into plans, procedures and reports in accordance with established procedures and deadlines
  • Ability to operate a computer and peripheral equipment with a working knowledge of standard office programs such as Word, Excel, PowerPoint and Outlook
  • Ability to produce spreadsheets and presentations to routinely facilitate training, data analysis and general EM communications
  • Ability to maintain documents in electronic files for easy retrieval and make backup copies of stored data as appropriate
  • Ability to resolve problems involving the interpretation of drafts by contacting the originator or by relying on previous experience


Past logistics experience with the Navy or Seabees (e. g. with the Naval Construction Force or Amphibious Construction Battalions) would be extremely useful. Candidate will work extensively with the expeditionary Navy activities (e.g. Seabees, Naval Beach Groups) as well as with United States Marines and Military Sealift Command to establish proper logistics support for these systems.
