NAVFAC Construction Systems Engineer
FITT is seeking a systems engineer to provide contingency engineering and expeditionary facilities planning support to the Navy Facilities Engineering System Command Headquarters. Contingency Engineering (CE) Division provides rapid, specialized engineering support for expeditionary forces, natural disasters, and combat operations worldwide. This division delivers rapid airfield damage repair, base operating support, and specialized construction. CE Division facilitates efforts relating to documenting capability requirements, keeping abreast of enabling technologies, developing sustainable materiel solutions to address capability gaps, developing acquisition plans to close those gaps, and delivering total life-cycle systems management primarily in support of disaster relief, humanitarian aid, and urgent facility support to Navy/Marine Corps forces using systems engineering methods, trade studies, and requirements setting.

Job Responsibilities:
- Provide civil engineering and technical support—specifically in the areas of expeditionary camps, buildings, peers, runways and steel construction
- Prepare and review engineering recommendations for new and fielded systems
- Analyze and report engineering feasibility studies and cost estimates for new equipment
- Analyze and report on operational requirements for new systems
- Review and provide analysis for Justification Cost Forms, System Alterations (SYSALTs), and Engineering Change Proposals (ECPs) as well as participate in Configuration Control Boards for new and fielded programs and systems
- Analyze and develop recommendations for maintenance documentation and technical feedback reports
- Review and analyze adequacy and provide recommendations for review or change for feedback report responses, any new design impacts, and form, fit, and function equivalency
- Witness and monitor tests for new systems
- Prepare and review contract drawings, system specifications, and requirements for new and fielded programs and systems.
Required Skills and Experience:
- 4 years’ applicable engineering experience
- Bachelor of Science degree in science or engineering or related discipline from an ABET accredited institution, or Professional Engineering Registration (PE License) in a NCEES recognized State. Related disciplines include, but not limited to: Construction, Structural, Environmental, Mechanical, and General Engineering
- Demonstrated skills and experience in providing technical expertise and implementing technical processes across multiple functional specialties within a DOD major systems program office
- Ability to obtain and maintain a DOD SECRET security clearance
Desired Skills and Experience:
- DOD/military engineering experience (specifically with respect to expeditionary contingency engineering and expeditionary facility management design, planning, testing, requirements development, project management, interpreting and presenting technical reports, and creating engineering specifications plans and/or specifications memorandums)
- DAWIA Engineering Level 2 certification
