The State of New Hampshire, Fish and Game Department Law Division   has a full-time position for Program Assistant II 

Summary:

To provide paraprofessional and program support to the Law Enforcement Division’s OHRV Program Coordinator. Assist with community safety, environmental conservation, and law enforcement objectives by ensuring accurate data management, recordkeeping, and operational support, while engaging with external stakeholders to promote safe OHRV use. 

YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education. 

MINIMUM QUALIFICATIONS:

Education/Experience: Equivalent combination of 3 years of education and experience after completion of high school. Education and experience may be in public or wildlife safety education, data review and entry, programs or grants support, customer service, outreach, or a related field.

License/Certification: Valid driver’s license and access to transportation.

Other Requirements: Motor Vehicle Record (MVR) must meet the minimum standards established by the agency

Ability to analyze varied problems, explain detailed information clearly, and work cooperatively with a variety of contacts.

Knowledge of applicable laws, policies, and procedures related to OHRV programs include snowmobiles, all-terrain vehicles, trail bikes, and other associated equipment.

Strong organizational skills and attention to detail to ensure accuracy and accountability.

Experience with volunteer-based or safety education programs.

Responsibilities:

Assists in the development, implementation, and oversight of the Law Enforcement Division’s Off-Highway Recreational Vehicle (OHRV) Program. Executes safety training activities, manages registration processes, and coordinates law enforcement efforts. Provides paraprofessional support for Safety Education classes, orders supplies, distributes materials to instructors, and compiles annual OHRV safety statistics and reports. Assumes responsibility for the OHRV Program in the absence of the Program Coordinator, ensuring seamless continuity of all activities.

Reviews and prepares OHRV Wheeled Vehicle Law Enforcement Grant applications through the Nforms process. Contacts law enforcement agencies to obtain necessary documentation. Reviews contract information, reimbursement paperwork, and final reports to ensure compliance and proper closure of grant/contracts. Analyzes data to verify accuracy and completeness prior to submission for approval.

Provides input on laws, regulations, and seasons related to Off-Highway Recreational Vehicles (OHRV) and wildlife management. Responds to public inquiries with clear and accurate information, explaining legal requirements and procedures. Offers informed recommendations for legislative and regulatory changes aimed at enhancing safety, compliance, and enforcement. Assigns Vehicle Identification Numbers (VINs) and manages municipal OHRV registration plates, maintaining accurate records and ensuring adherence to all applicable laws and policies.

Maintains and organizes OHRV data, including court returns, warnings, accident reports, instructor certifications, and student records. Retrieves, compiles, and analyzes program data to support reporting and decision-making. Reviews court default notifications, updates records, notifies individuals of privilege suspensions, verifies default reinstatement fees, and rectifies data.

Provides support and guidance to OHRV Regional Coordinators and volunteer instructors. Checks work quality, ensures safety classes are conducted according to established policies and practices, and responds to questions regarding program policies, procedures, and requirements. Verifies and enters time worked by Regional Coordinators into the state’s time management system for approval.

Updates a variety of outreach materials, including forms, publications, and promotional items. Coordinates with the Graphic Services Department to prepare print orders and ensures the timely procurement of safety outreach materials, maintaining compliance with budget constraints. Manages communication with distributors by providing materials, completing requisitions, and overseeing dissemination.

Organizes and participates in community and outreach events such as NHSA Grass Drags, Easter Seals activities, and Discover WildNH Day, ensuring smooth event execution. Stocks outreach vehicles with relevant publications and supplies, coordinates staffing, and assists with event logistics. Collaborates effectively with volunteers and partner organizations to amplify the program’s external impact and to foster strong community engagement.

Processes Right-to-Know requests related to OHRV and snowmobile accidents and law enforcement activities, ensuring compliance with disclosure laws. Reviews and processes event permit applications for completeness, notifies law enforcement agencies, and coordinates payments through the Licensing division. Compiles and updates event lists for public notification and outreach purposes.

Assists the Law Enforcement Division as needed with other support duties and works cooperatively with team members, external agencies, and community partners to support program goals.
