The Construction Site Superintendent is responsible for the day-to-day onsite management, coordination, and supervision of all construction activities for a civil marine project. This position ensures that work is executed safely, efficiently, and in full compliance with contract documents, USACE standards, and applicable federal, state, and local regulations. The Superintendent plays a critical role in project planning, field coordination, subcontractor management, and quality control.Duties and ResponsibilitiesSite Management & CoordinationServe as the primary onsite point of contact for all construction operations.Coordinate daily activities of subcontractors, suppliers, and field personnel.Maintain a continuous presence on the jobsite to oversee work progress and resolve field issues.Ensure work is performed according to approved plans, specifications, submittals, and schedules.Scheduling & PlanningDevelop, update, and maintain the project’s three-week look-ahead schedule.Plan sequence of operations to ensure efficient workflow and minimize delays.Coordinate deliveries, equipment, and material staging to support progress.Safety & ComplianceEnforce compliance with the Accident Prevention Plan (APP), Activity Hazard Analyses (AHAs), EM 385-1-1, and all OSHA requirements.Support the Site Safety and Health Officer (SSHO) in implementing safety protocols.Conduct daily safety walkthroughs and participate in safety meetings and briefings.Quality Control & DocumentationWork closely with the Quality Control Manager to ensure adherence to the Three-Phase QC Process (Preparatory, Initial, Follow-Up).Verify that materials, equipment, and workmanship meet contract requirements.Identify deficiencies, coordinate corrective actions, and prevent rework.Maintain daily reports documenting workforce levels, work performed, delays, inspections, and site conditions.Communication & CoordinationParticipate in progress meetings with the DoD/USACE, project managers, and subcontractors.Communicate project requirements, changes, and expectations clearly to field personnel.Collaborate with the project team to resolve technical issues and RFI responses.Contract & Resource ManagementAssist in monitoring subcontractor performance and verify compliance with contract scope.Ensure proper use, maintenance, and protection of equipment and materials.Review and approve daily timesheets, equipment logs, and manpower reporting.Problem Solving & LeadershipAnticipate and proactively address challenges affecting cost, schedule, or quality.Foster a professional and productive relationship with government representatives.Provide leadership, direction, and mentorship to field personnel.QualificationsMinimum 5–10 years of experience as a Construction Superintendent on civil or horizontal construction projects.Demonstrated experience managing DoD, USACE, or federal construction projects.Strong knowledge of civil construction practices, including earthwork, utilities, concrete, site development, structural features, and heavy equipment operations.Proficiency with EM 385-1-1, the USACE Three-Phase QC process, and federal contracting requirements.Ability to read and interpret drawings, specifications, schedules, and submittals.Strong communication, leadership, and coordination skills.Proficient in construction documentation and daily reporting.Certifications (Required or Strongly Preferred)RequiredOSHA 30-Hour Construction certification (current).First Aid/CPR certification.NAVFAC/USACE CQM for Contractors certificationPreferredExperience on projects exceeding $5M in value.Experience working with RMS/QCS or similar government construction management platforms.Background in heavy civil, utility, or infrastructure construction.Additional safety or construction management certifications (e.g., CHST, STS, PMP).Company DescriptionFirewatch Contracting is a Service-Disabled Veteran-Owned (SDVO) Small Business General Contractor specializing exclusively in federal projects.
