The Program:

Australia Assists is an Australian Government program that deploys skilled humanitarian specialists to support multilateral agencies, governments, civil society and communities to prepare for, respond to, and recover from disasters and conflict. Australia Assists’ Goal is to: Save lives, alleviate suffering, and maintain human dignity during and in the aftermath of conflict, disasters and other humanitarian crises, and strengthen preparedness for the occurrence of such situations. The program’s Objective is: Targeted deployment of humanitarian expertise that meets the priorities and needs of Australia's multilateral, bilateral and civil society partners and advances Australia's international humanitarian priorities.

The Role:

To strengthen and support effective fire safety management across UN/WFP facilities by assessing compliance with UN Security Management System (UNSMS) recommended measures, identifying fire safety risks and vulnerabilities, and promoting safe, compliant, and sustainable fire safety practices in line with UN/WFP policies and local fire regulations.

Key responsibilities

  • Conduct a fire prevention inspection of all WFP premises, including the Country Office, Sub-Offices, Field and Area Offices, guest houses and any residential occupancy where WFP Staff are accommodated and WFP-managed Warehouses. The purpose of these inspections is to focus on, or highlight outstanding SRMM compliance/non-compliance issues, and areas of major fire safety concerns, compliance/non-compliance with local fire codes and the UN Fire Safety Guidelines and Policy.
  • Record the main threats, hazards and risks likely to exacerbate WFP’s fire safety vulnerabilities if they differ from the existing SRM and provide recommendations for additional risk prevention and mitigation strategies and measures as applicable, to the CSO and WFP Country Director (CD) when the risk is assessed as to be immediately addressed by WFP, or to the country UN security cell or through the Chief of Operations if it requires the intervention from UNDSS.
  • Conduct a series of meetings with relevant staff, including but not limited to the WFP CD/DCD and head of supply chain (would like to emphasize the direct operational support there) and UNDSS.
  • Fire Safety awareness training to WFP personnel in country, on the basis of UN Fire Safety Guidelines, and Fire safety drills as per SRMs, as necessary.
  • Meet with local fire officials to understand the limits and capabilities of the local fire service in order to compensate for any inadequacies encountered for the safety of WFP facilities and staff.
  • Summarize and discuss with WFP Security in country/Security Focal Point the main recommendations which should be implemented by giving priority to SRM and RSM issues, local fire codes and the UN Fire Safety Guidelines and Policy.
  • Ensure that a close-out meeting is conducted with the CD or DCD in the presence of the WFP Security Officer / Security Focal points, to highlight key findings and recommendations.
  • Optional: Conduct technical fire investigation after a critical incident, upon the request of CO management.

Selection criteria

  • Professional certification in fire safety, fire prevention, fire investigation, or fire risk assessment (e.g. NFPA, NEBOSH, IOSH, IFE, CFPS, or equivalent) highly desirable.
  • Formal training in fire safety inspections, emergency preparedness, evacuation planning, and incident response.
  • Demonstrated experience in fire safety inspections, fire risk assessments, and fire prevention within commercial, industrial, humanitarian, or high-risk operational environments.
  • Experience assessing compliance with fire safety regulations, building codes, and organizational safety standards.
  • Proven experience developing and implementing fire safety mitigation measures, evacuation plans, and emergency preparedness procedures.
  • Experience conducting fire safety awareness training, drills, and staff briefings.
  • Ability to identify vulnerabilities, assess operational risks, and recommend practical, cost-effective solutions.
  • Strong analytical and problem-solving skills with attention to detail.
  • Excellent written communication skills, including the ability to produce concise technical reports and recommendations.
  • Strong verbal communication and presentation skills, including the ability to deliver training and engage with diverse stakeholders.
