Overview:
A growing maritime services organization is seeking a Director of Federal Business Development to drive strategic growth within the federal maritime and defense sectors. This role is responsible for identifying, developing, and capturing new business opportunities with U.S. government agencies and prime contractors, with a primary emphasis on naval and maritime programs.
This is a strategic capture role focused on building relationships, shaping opportunities well before procurement, and expanding the company's presence across vessel maintenance, repair, modernization, and technical services.
Key Responsibilities
- Develop and execute a long-term federal business development and capture strategy.
- Identify and qualify new opportunities well in advance of solicitation.
- Build and maintain relationships with government agencies, military commands, contracting officials, and industry partners.
- Lead opportunity qualification, capture planning, competitive positioning, and teaming strategies.
- Manage a robust pipeline of qualified opportunities, including revenue forecasts, milestones, and win strategies.
- Partner with operations, contracts, estimating, and executive leadership throughout the pursuit process.
- Provide regular pipeline updates and strategic recommendations to senior leadership.
- Support growth initiatives involving work performed at military installations, government facilities, shipyards, and remote project locations throughout the U.S. and internationally.
Qualifications
- Five or more years of federal business development, capture management, or defense industry experience.
- Proven success developing business within the maritime, ship repair, defense, or government contracting sectors.
- Strong understanding of federal procurement processes and government contracting environments.
- Existing relationships within the U.S. Navy, U.S. Coast Guard, Department of Defense, or major defense contractors are highly desirable.
- Experience leading capture efforts, developing customer engagement strategies, and managing complex pursuit opportunities.
- Ability to work independently while collaborating effectively with cross-functional teams.
- Eligible to obtain and maintain any required government security clearances.
Preferred Experience
- Background in military, maritime operations, ship repair, program management, or defense contracting.
- Familiarity with IDIQ contracts, multiple-award contract vehicles, FAR/DFARS regulations, and prime/subcontractor teaming strategies.
- Experience supporting projects at government facilities, shipyards, naval installations, or deployed locations.
