Senior Inspection Specialist (SME) (Open to both U.S. Citizens and Federal Employees)

Summary

Located in the Transit Safety and Oversight Office, the incumbent serves as the Senior Inspection Specialist leading transit safety oversight activities, including inspections, investigations, technical analyses, and corrective action management. Provide direction and project management to ensure compliance with safety standards, develop and recommends policies and procedures, and collaborates with industry partners and government agencies to strengthen and promote transportation safety.

As a Senior Inspection Specialist, you will:

• Administer all-hazards, risk-based processes for conducting investigations, and reviews related to compliance with federal public transportation safety regulations.
• Implement safety program criteria for safety oversight reviews based on federal regulations.
• Manage safety technical assistance, including guidance and compliance monitoring activities for state safety oversight program.
• Represent Federal Transit Administration (FTA) through external stakeholder coordination and information sharing and oversees the preparation and delivery of safety program information through presentations to FTA leadership and external audiences.
  
  
  

The ideal candidate is a strategic and detail-oriented safety professional with experience in transportation safety oversight, inspections, investigations, and regulatory compliance. The candidate will demonstrate strong analytical and project management skills, sound judgment, and the ability to develop and implement effective corrective actions. An effective communicator and collaborative leader, work successfully with industry and government partners to advance a proactive, data-driven safety culture.

• SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
• BACKGROUND INVESTIGATION: Must be able to qualify for and maintain a Top Secret/SCI Level Clearance.
• GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.
• PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
• TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
• DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
  
  
  

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

• Experience organizing and developing Federal safety inspection activities of a transportation agency that aligns with agency regulations, strategies, and priorities.
• Experience performing inspection techniques and understanding regulations in order to draft policies and procedures governing transportation inspections.
• Experience in communications pertaining to operating practices, rules and procedures.
  
  
  

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

• Experience organizing, developing, and leading Federal safety inspection activities of a transportation agency that aligns with agency regulations, strategies, and priorities.
• Experience applying inspection techniques and interpreting regulations governing transportation inspections in order to develop and recommend policies and procedures governing transportation inspections.
• Experience communicating safety concepts, principles and methods as they apply to transportation system operations.
  
  
  

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

• Inspection Investigation - Knowledge of laws and regulations related to inspection, investigation, enforcement, and/or compliance work.
• Safety Risk Management - Knowledge of safety concepts, principles and methods as they apply to transit system operations
• Data Competence - Knowledge and experience in using transportation safety data to identify and analyze emerging risks, future hazards, and safety trends in a transportation system.

• Technical Communication - The ability to communicate technical information through presentations and written materials to a wide range of audiences.
• Inspection Investigation - Knowledge of laws and regulations related to inspection, investigation, enforcement, and/or compliance work.
• Strategic Leadership - Knowledge of providing management and direction for safety oversight activities, recommending corrective actions, and conducting technical analyses.
• Technical Data Competence - Demonstrated knowledge and experience in using transportation safety data to identify and analyze emerging risks, future hazards, and safety trends in a transportation system.
