Summary

This position is located in Federal Student Aid (FSA), Office of Institutions of Higher Education Oversight and Enforcement, School Eligibility Oversight Service (ENAEE), in Washington, DC. The School Eligibility Oversight Service is responsible for the oversight services of eligible postsecondary Title IV schools and their servicers.

Duties

As a Institutional Review Specialist, GS-1101-13, you will be responsible for:

  • Evaluates institution's applications for participation in Title IV student financial assistance programs (initial, reinstatement, or renewal certification; or reporting changes to existing program scope, locations, and other institutional information) and makes determinations about their ability to administer those programs.
  • Leads a team conducting on-site and virtual compliance reviews of institutions that participate in Title IV student financial assistance programs and their servicers to determine if Title IV funds are being adequately safeguarded and disbursed in accordance with applicable Federal statute and regulations.
  • Prepares and presents final reports for institutions and their servicers with findings of noncompliance and recommendations for improvements in the administration of their Title IV student financial assistance programs.
  • Assesses the condition of institutions that participate in Title IV student financial assistance programs that have closed or are in imminent danger of closing, and when needed, initiates action to secure the Department’s interest by obtaining records, promissory notes, close-out audits, or other items relevant to Title IV program administration.

We will consider all qualifying experience, including any volunteer experience.

Qualifications

Minimum Qualification Requirements

You may meet the minimum qualifications for the GS-13, if you possess the specialize experience.

Specialized Experience for the GS-13

One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments:

  • Experience communicating orally, in writing and providing clear and accurate guidance regarding Federal statutes and regulations that govern the eligibility and administration of Title IV student financial programs.
  • Experience reviewing and/or auditing an institution’s administration of the Title IV student financial assistance programs through analysis of fiscal, institutional, accreditation, or government records.
  • Experience analyzing and offering recommendations to management on applications from institutions seeking initial, reinstatement, or renewal certification, or reporting changes to existing program scope, locations, and other institutional information.


Knowledge, Skills, And Abilities (KSAs)

The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs).   • Knowledge of local, state,or federal legislation and regulations governing the eligibility of institutions to participate in Title IV student financial assistance programs.
  • Knowledge of policies, procedures, and standards involved in administering Title IV student financial assistance programs.
  • Skills in written and oral communication to prepare and present final reports for internal staff, school officials, and their servicer.
  • Skills in evaluating internal accounting controls, computer systems, regulations, and other relevant material to determine if Title IV funds are being adequately safeguarded and used only for purposes specified in applicable local, state, or federal statutes and regulations.

Education cannot be substituted for experience for this position and grade level.

Highly Qualified- Candidates who possess the type and quality of experience that exceeds the position’s minimum qualifications.

Qualified-Candidates who meet the minimum qualifications and are proficient in some but not all of the position’s requirements.

Based on the outcome of this evaluation, your application data may be further assessed by a Subject Matter Expert (SME) panel. If your qualifications are not substantiated by your submitted resume, you may be eliminated from receiving further consideration.

Veterans’ Preference: Veterans’ preference eligibles will be ranked ahead of qualified non-preference eligibles within each category for which they are qualified.
