Duties

Serving as a Supervisory Physical Security Specialist GS-0080-14 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is within the Field Security Operations (FSO) Branch, Office of Chief Security Office (CSO) under the Deputy Director's Office (DD) and located in Glynco, Georgia.

Typical Duties Include

  • Serves as the Branch Chief of the Field Security Operations (FSO) Branch, the primary law enforcement and physical security oversight branch, responsible for around-the-clock access control, security patrols, emergency dispatch, and incident response at FLETC field sites across the United States, and reports directly to the CSO.
  • Executes and oversees law enforcement and protective security authorities under 40 U.S.C.
  • 1315 for FLETC facilities and grounds, ensuring that physical security and law enforcement operations-including the conduct of investigations; armed response; use of force; incident response; enforcement actions to protect persons and property; making arrests; collecting and preserving evidence; carrying firearms; serving warrants and subpoenas; and taking necessary action to preserve the peace while protecting federal government facilities and personnel-are planned, conducted, and documented in compliance with applicable statutes, regulations, DHS/FLETC policy, and oversight requirements.
  • Directs all activities supporting the development, implementation, standardization, and management of the FLETC enterprise-wide Physical Security Program (including all FLETC field sites), to include physical security systems (e.g., access control, intrusion detection, surveillance/monitoring, perimeter fencing), the Badge and Credentials Programs, Physical Security Survey Program, Contract Security Guard Services, and Interagency Security Committee (ISC) Design Criteria Review Program.
  • Manages the development and implementation of physical security programs in support of security and emergency preparedness activities, ensuring effective coordination among FSO, other CSO programs (e.g., Personnel Security; Administrative Security; Operations Security; Counterintelligence; Security Education, Training, and Awareness; Industrial Security; Critical Infrastructure; Continuity of Operations (COOP); and Emergency Management), and all applicable FLETC stakeholders.
  • Coordinates the creation, development, standardization, and maintenance of FLETC's enterprise-wide physical security programs; provides direction, advice, support, and coordination to all FLETC stakeholders and field site security specialists on Physical Security Program matters and issues.
  • Provides input to budget development and manages the deployment of Security and Emergency Management/Physical Security resources and program planning to support Security and Emergency Management objectives and FLETC and DHS strategic missions.
  • Provides advice, guidance, and recommendations to FLETC senior staff members on enterprise-wide Physical Security Program matters and issues.
  • Serves as the principal point of contact to FLETC's Inspection Division for addressing inquiries from the Government Accountability Office (GAO) or the Office of Inspector General (OIG) relating to all aspects of the FLETC Physical Security Program.

  • Must successfully pass a background to access, safeguard, and store classified national security information on a regular basis; must be able to obtain and maintain a Top Secret/SCI (4N - Special Sensitive, High Risk) security clearance.
  • Overtime and shift work may be required.
  • Weekends and federal holidays may be required.
  • This position is Emergency Essential required to sustain operations under all conditions such as in the event of a localized emergency situation and/or to ensure Continuity of Operations for Mission Essential Functions.
  • Required to complete an OGE 450, Confidential Financial Disclosure Report, within 30 days of starting your federal employment.
  • This position is subject to Lautenberg Amendment. Persons convicted of misdemeanor crimes of domestic violence are prohibited from occupying this position.
  • Incumbent will need to meet and maintain all applicable requirements to carry a firearm under 40 U.S.C. #1315.
  • Required to undergo initial and random drug testing for illegal drug use.
  • Must be able to meet job-related medical and/or fitness standards. Subject to an initial and annual physical examination that measures visual, hearing, and physical acuity.
  • Must possess and maintain a valid driver's license to conduct official government business.
  • Must pass an initial pistol firearms proficiency and qualification course of fire with an approved FLETC qualification course as directed by the FLETC CSO. Must achieve an 80% score, which equates to 240 points out of a possible of 300 points.

Specialized Experience: You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties within physical security related areas (e.g. access control, badging systems, intrusion detection systems, response force/force protection operations, security surveys, and vulnerability analyses/assessments). Your resume must CLEARLY state your experience in detail, FLETC will not assume your experience.

This position is NOT eligible for 6 (c) retirement coverage, or LEO pay and there is NO waiver approved for dual compensation. If you are a retiree from the Federal government and you are selected, your salary will be offset. NO exceptions.

Physical Demands: This position serves as a federal law enforcement officer responsible for performing and supervising law enforcement and security functions. Work requires the position perform considerable and strenuous physical exertion such as: walking, running, crouching or crawling when responding to active threats or criminal incidents; defending oneself or others against physical attack; subduing criminal suspects who may be uncooperative or physically combative; carrying firearms, first aid kits, body armor, and other equipment for considerable distances and periods during emergencies. Position may be required to drive a government-owned or government-leased vehicle to perform duties at locations on and off-site, including operation of a law enforcement vehicle during emergency response. Intense concentration and performance of duties at maximum capability are required to meet deadlines.

Work Environment: While primarily performing supervisory duties in an office setting, the position serves as a federal law enforcement officer and responds to criminal incidents, medical emergency, natural and manmade disasters, and other events on a regular and recurring basis. Work involves moderate risk of exposure to potentially dangerous situations, including performing duties in extreme heat or storm conditions; being subject to physical attack; responding to active threats and critical incidents; and traveling in heavily wooded or sparsely populated areas of campus without immediate support.
