Duties

Serving as a Law Enforcement Training Advisor GS-1801-13 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Office of the Associate Director for Training Operations (TOPS), Technical Training Operations (TTO) Directorate, Behavioral Science Division (BSD) located in Glynco, GA.

The primary purpose of this position is to provide divisional advice and guidance concerning training, training programs and training trends, methods, and processes.

Typical Duties Include

  • Assessing the law enforcement environment and Participating Organization threat responses affecting law enforcement training program operations, course development, content, context and delivery.
  • Assessing national and international changes in technologies used in crime and the deterrence of criminal and subversive activities, and reviews training content for possible integration into courses and programs.
  • Providing expert advice on the Systems Approach to Training (SAT), and leads or assists course development teams, providing critical knowledge during the development and revision phase.
  • Reviewing program content with the FLETC training divisions and FLETC Participating Organizations (POs) to ensure the students are exposed to the full range of knowledge, skills, and abilities that are present in training programs and to ensure training experiences span the cognitive, affective, and psychomotor domains of learning.
  • Working with other FLETC enterprise operations on the coordination of export training both domestically and at international sites as needed.
  • Serving as the division expert and the primary point of contact for the Training Management Operations Directorate (TOPS) program specialists engaged in the processing of requests for the development, design and the updating of training specifically designed to meet agency specific needs.

  • Must be able to obtain and maintain FLETC Law Enforcement Instructor certification within 12 months of employment.
  • You will be required to undergo pre-appointment and random drug testing for illegal drug use. Employment is contingent upon favorable results.
  • You must be able to meet job-related medical and/or fitness standards. You will be subject to an initial and annual physical examination that measures your visual, hearing, and physical acuity.
  • Position is subject to the Lautenberg Amendment - persons convicted of misdemeanor crimes of domestic violence are prohibited from occupying this position.
  • This position participates in FLETC’s Continuity of Operations Program. You are responsible for ensuring little or no disruption to the FLETC Mission Essential or Primary Mission Essential Functions in the event of an emergency.
  • Overtime may be required.
  • This position is eligible for situational-only telework based on agency policy.

SELECTIVE PLACEMENT FACTOR: In order to be considered for this position you must:

  • Possess experience as a sworn law enforcement officer or agent with full arrest authority in the prevention, detection, apprehension, detention and/or investigation of felony and/or misdemeanor violations of federal, state, local, tribal, or military criminal laws;
  • OR-
  • Have held a federal civilian position in the 1801 occupational series.

Specialized Experience

You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level or pay band in the federal service, or equivalent experience in the private or public sector performing the following duties: 1) Analyzing law enforcement training requirements to ensure training remains up-to-date with emerging principles, technologies, and methodology; 2) Evaluating law enforcement training to identify deficiencies and develop corrective actions; 3) Developing and/or tracking the training budget for domestic and international law enforcement training to ensure it remains consistent with the allotted amount; 4) Implementing short and long range law enforcement training plans to ensure the program meets the needs of the agencies served.

Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.

Transfer Requirement for CSRS: To be eligible for secondary coverage, an employee must: - Transfer without a break in service exceeding 3 days directly from a primary position to a secondary position; AND - Be continuously employed in a secondary position since moving from a primary position; except a break in employment in secondary positions that begins with an involuntary separation (not for cause) and/or voluntary breaks in service that began prior to January 20, 1988.

Transfer Requirement for FERS: To be eligible for secondary coverage, an employee must: - Transfer without a break in service exceeding 3 days directly from a primary position to a secondary position; AND - Have completed 3 years of service in a primary position, including any such service during which no FERS deductions were withheld; AND - Be continuously employed in a secondary position since moving from a rigorous position; except a break in employment in secondary positions that begins with an involuntary separation (not for cause).

Re-employed annuitants' annual salaries will be reduced by the amount of their retirement annuity and by further cost of living increases. The work is typically sedentary in nature. However, some periods of standing and moderate lifting are necessary to set up conference rooms or classrooms, which can include training material and audiovisual equipment. Occasional travel may be involved.

The work is typically performed in an office, conference room or classroom and occasionally in practical exercise training areas located in indoor and outdoor settings.
