This position is for an Executive Protection Agent (Protective Services Specialist) at the Federal Housing Finance Agency (FHFA). In this role, the incumbent will provide high-level personal protection and security to senior leadership within FHFA.

This is a term position not-to-exceed one year but may be extended up to four years.

This position may be eligible for a dual compensation waiver for re-employed annuitants.

MINIMUM QUALIFICATIONS:

MANDATORY COMPLETION OF BASIC TRAINING: Applicants who have satisfactorily completed a basic law enforcement training program provided by the Federal Law Enforcement Training Center, or an equivalent training program that provided instruction in the laws of arrest, search, and seizure as they relate to investigating offenses against the United States, must provide a copy of the certification with their application.

NOTE: Selectees may be required to complete division-specific agent training successfully.

Minimum Qualification EL-12: Applicants must meet the mandatory training and have 52 weeks (one-year) of specialized experience equivalent to the next lower grade level as described below.

Experience: I qualify for the EL/GS-12 because I have at least 52 weeks of specialized experience at the EL/GS-11 or equivalent demonstrating work experience with the statements described below.

Examples of specialized experience include:

  • Assisting in the development of protective services strategies to safeguard personnel (i.e., Senior Officials, Executives, etc.), facilities, and infrastructure.
  • Participating in investigations of security operations within an organization.
  • Collaborating with federal law enforcement agencies and emergency preparedness partners.
  • Aiding in investigative and operational activities (i.e., surveillance, threat assessment, etc.) and preparing reports.

  • Developing execution strategies for protective operations through the planning, coordinating, and managing of security protocols for personnel (i.e., Senior Officials, Executives, etc.), facilities, and infrastructure.
  • Conducting threat and vulnerability assessments for public and sensitive missions.
  • Collaborating on security interests with partners (i.e., federal, state, and local entities) in strategic planning, briefings, and emergency preparedness operations.
  • Executing investigative and operational activities (i.e., surveillance, threat assessment, etc.) and preparing reports.

LISTED BELOW IS ADDITIONAL INFORMATION THAT IS REQUIRED FOR ALL GRADE LEVELS OF THIS POSITION:

LAUTENBERG AMENDMENT: This position requires the incumbent to carry a firearm. Any person who has been convicted of a felony or misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition (Title 18, USC Section 992(g)). A felony or misdemeanor crime of domestic violence is generally defined under the statute as an offense involving the use or attempted use of physical force, or the threatened use of a deadly weapon, committed by the victim's current or former domestic partner, parent, or guardian. The term convicted, as defined in the statute, excludes any person whose conviction has been expunged, set-aside, or pardoned, or any person whose civil rights have been restored so long as such restoration does not restrict the shipping, transport, possession, or receipt of firearms or ammunition. Candidates who have been convicted of a felony or misdemeanor crime of domestic violence within the meaning of the referenced statutes are not eligible for this position.

FIREARMS: The incumbent is required to carry and use a firearm while performing duties of this position. As such, he/she must meet initial and continuing qualifications in the use of firearms as outlined in the Gun Control Act of 1968, amended by the Lautenberg Amendment of 1996. The incumbent must qualify semiannually with all weapons issued by the Agency and maintain proficiency.

MEDICAL: This position is subject to successful completion of pre-employment medical examination, including psychological screening, vision, hearing, cardiovascular, and mobility of extremities by an authorized Government physician and be determined medically fit to perform strenuous, physically demanding duties. Regular physical examinations will be required to maintain a level of medical health in accordance with the standards and policies of the Agency.

DEPUTIZATION: The incumbent must obtain and maintain a Special Deputization by the United States Marshals Service including at minimum: having successfully completed an accredited basic law enforcement training program (civilian or military); having at least one (1) year of previous law enforcement experience with general arrest authority; not have a break-in-service in law enforcement for over five (5) years; and not having been convicted of a crime of domestic violence as defined in Title 18, USC Section 922 (g) (9) Lautenberg Amendment.

TRAVEL: The incumbent is required to travel for such activities as providing executive protection, pursuing developed investigative leads, analyzing and observing on-site evaluations, and attending and making presentations. The travel requirements may result in the incumbent being away from home. Routine travel is also required for training and other meetings.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

Position Overview

The Executive Protection Agent is responsible for providing high-level personal protection and security to senior leadership within FHFA. This includes planning and implementing security measures pertaining to public appearances, vehicle transportation, foreign and domestic travels, and normal day-to-day activities. This position will also perform security-related inquiries and investigations; manage security situations during emergencies; and coordinate with other law enforcement agencies as needed, including when full criminal investigations are warranted.

Major Duties & Responsibilities

The Executive Protection Agent duties listed below are at the EL-13 grade level. Depending on the grade level selected, the incumbent will perform the following duties with varying levels of supervision and difficulty:
  • Plan and conduct comprehensive advance-security surveys of sites to be used or visited.
  • Perform intelligence collection on the area(s) to be visited including route analysis and motorcade operations.
  • Develop medical and emergency evacuation plans.
  • Coordinate with local, state, and Federal law-enforcement agencies for tactical and strategic support.
  • Protect senior leadership during official travel and public appearance, ensuring continuous coverage and immediate response to potential threats.
  • Operate government passenger vehicles in support of protective missions, ensuring safe, secure, and efficient transportation of senior leadership to and from designated locations.
  • Make on-the-spot decisions related to visit clearances, law enforcement liaisons, and changing communications and security measures to meet unforeseen changes.
  • Establish and maintain effective liaison with local state, Federal, and foreign law-enforcement representatives, working closely to acquire or exchange protective intelligence information.
  • Conduct and/or participate in protective services-related investigations involving threats against senior leadership, whether written, verbal, or implied.
  • Serve as the investigative liaison for the Agency to assist and/or conduct internal FHFA investigations involving security-related employee misconduct or allegations of employee misconduct.
  • Conduct in-depth threat and vulnerability assessments by gathering, analyzing, and synthesizing operational and strategic intelligence data, site reconnaissance, and potential threat-actor capabilities from wide-ranging sources including Federal, state, local, and foreign law enforcement agencies.
  • Plan and initiate special reviews/studies of the Agency's Executive Protection Program.
  • Serve as a senior liaison to interagency partners and represent FHFA security interests in strategic planning, classified briefings, and emergency preparedness operations.
  • Perform other duties as assigned.

Medical Requirement: The duties of this position require moderate to arduous physical exertion involving walking and standing, the use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of fingers, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning so that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3,000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself or others is disqualifying.
