This position is located in the Office of Economics and Analytics (OEA), Office of the Chief (FO), Federal Communications Commission (FCC) located in Washington, DC. 

Relocation expenses will not be paid.

Specialized Experience  

Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-14 in the Federal service.  For this position, specialized experience includes the following:    

1. Experience providing senior-level advisory support to executive leadership on complex policy, program, and resource management issues, including budget, personnel, risk management, and regulatory compliance impacting agency-wide operations; AND

2. Experience leading coordination of initiatives and high-level projects, engaging senior stakeholders to review rule makings, conduct cost-benefit analyses, and resolve competing priorities in support of organizational objectives; AND

3. Experience directing program operations and strategic planning efforts, establishing goals, evaluating program performance, and developing recommendations to improve efficiency, effectiveness, and alignment. 

PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • Ability to provide expert advice on matters which are complex and politically sensitive.

  • Ability to resolve conflicts between theoretical economic recommendations and policy, political, legal, or judicial constraints.
  • Ability to provide senior level program and management guidance to division chiefs for a broad range of issues.

  • Ability to lead, supervise or oversee staff.

  • Ability to find and implement ways to eliminate or reduce significant bottlenecks and barriers to production.

Responsibilities:

  • Develops plans for accomplishment of Office programs and activities; and, in coordination with other senior managers, participates in establishing goals and objectives which entails: determining scope and extent of programs to be undertaken within the mission of the subordinate organizations and proportion of total resources provided to be allocated to individual program activities.
  • Manage personnel issues such as recruitment, performance and/or conduct issues. 
  • Provide senior level program and management guidance to division chiefs for a broad range of issues such as implementation of new statutory requirements.
  • Plan, assign, and adjust work for subordinate staff, set short-term priorities, schedule tasks, and establish performance standards. 
  • Make sound, high-quality decisions based on technical expertise, thorough analysis, and calculated risk assessment, ensuring alignment with strategic business objectives. 
  • Serves as proxy for the Office Chief at his/her direction on a wide variety of matters and issues and exercises independent judgement within the general guidance of the Office Chief.
