Job Title: Quality Control Manager (USACE – Heavy Civil)
Job Location: Staten Island, NY
Project: USACE – South Shore of Staten Island (SSSI), Area-E (Stormwater Infrastructure & Drainage)
About the Role:
Seeking an experienced Quality Control Manager (QCM) to lead quality assurance and compliance on a USACE heavy civil project. This role ensures adherence to federal standards, maintains audit-ready systems, and supports successful project delivery.
Key Responsibilities:
- Implement and manage the Project Quality Control Plan (PQCP) per USACE standards
- Enforce the Three-Phase Control System across all Definable Features of Work
- Oversee RMS (Resident Management System): submittals, daily reports, DFOW, and documentation
- Conduct field inspections and coordinate materials testing (soil, concrete, asphalt, utilities)
- Manage NCRs and corrective actions
- Liaise with USACE representatives, inspectors, and testing agencies
- Support submittals, audits, and project closeout
- Align quality processes with EM 385-1-1 safety standards
Requirements:
- 5 years QC experience on USACE or federal heavy civil projects
- Experience in stormwater, drainage, utilities, and civil infrastructure
- Strong knowledge of federal specs, inspections, and testing
- Hands-on experience with USACE RMS
Required Certifications:
- NICET Level II/III (Soils/Asphalt/Concrete)
- ACI Field Testing Technician – Grade I
- CQM-C (USACE/NAVFAC)
- ISO 9001 Lead Auditor (ANAB)
- ASQ Certification (e.g., CMQ/OE)
- OSHA 30, EM 385-1-1, First Aid/CPR/AED
- Water Main Inspection (DDC-ACEC)
Preferred:
- Degree in Civil Engineering / Construction Management
- Experience with Procore, e-Builder
- Familiarity with NYC agency standards (DEP, DOT, DDC, DOB)
Salary : $140,000 - $190,000
