UNIT DESCRIPTION
The Workforce Planning Unit's mission is to align the FBI's human capital need with the development of long-term strategies to assess, acquire, develop, and maintain talent in the workforce. WPU builds tools to forecast workforce needs and identify gaps, analyze the FBI's workforce structures, set strategic direction, create and maintain organizational and position management in HR Source, and identify opportunities for improved workforce effectiveness in alignment with the FBI mission. WPU is in a highly agile and responsive section (Talent Acquisition and Placement Section) in HRD and has consistent interactions with executives across the enterprise.
Position Classification Team
The Position Classification Team ensures positions are accurately described, properly classified, and aligned to mission requirements. The team sets FLSA exemption status, provides consultation on organizational structures, offers guidance on classification policies, partners with divisions to structure workforces effectively, and supports sound organizational decision making across the FBI.
KEY REQUIREMENTS

MAJOR DUTIES
• Serve as a subject matter expert and consultant, advising management on complex position classification, job evaluation, and organizational structure issues, and providing clear, actionable guidance on organizational impacts and recommended solutions to support informed decision making.
• Provide technical guidance and mentorship to lower graded HR specialists, reviewing work products for technical accuracy and providing coaching to strengthen team capability.
• Serve as a key advisor in the implementation of new HR systems or policies, ensuring classification integration and compliance.
• Conduct and lead advanced position reviews, ensuring compliance with OPM classification standards, FBI policies, and federal regulations.
• Develop, interpret, and provide guidance on classification policy, advising leadership on emerging classification issues, trends, and risk areas.
• Develop and deliver training and guidance to HR staff and management officials on classification principles, policy updates, and best practices.

Specialized Experience (SE)
GS-14: Applicant must possess at least one (1) year of SE equivalent to the GS-13 grade level. SE is defined as follows:
• Experience providing expert advisory services on complex position classification, job evaluation, and organizational structure issues.
• Experience advising senior management officials on classification implications of reorganizations, new program initiatives, and changes to mission requirements.
• Experience conducting and documenting comprehensive classification analyses, including desk audits, factor evaluations, and evaluation statements for highly complex or sensitive positions.
• Experience interpreting and applying OPM classification standards, federal regulations, and agency policies to make defensible classification determinations.
• Experience leading classification projects or initiatives that involve cross organizational impact, workforce realignment, or organizational design.
• Experience providing technical guidance, mentoring, or quality review of classification work completed by other HR specialists.

ADDITIONAL INFORMATION
  • Management may select at any grade for which this position has been announced.
  • Limited Movement: Policy has been implemented wherein support employees entering a position may be precluded from moving to another position within the Bureau through reassignment or change to a lower grade for a minimum of 12 months. HRD will waive this limited movement policy for qualified employees, who have received an official notification letter that their current position is being relocated due to an organizational restructuring initiative, so those employees can compete for a position elsewhere. Voluntarily leaving a position with a relocation incentive may result in loss of that incentive. Please notate that you have received an official notification letter within your application.
  • Probationary employees are precluded from being considered for all job opportunities until 12-months of their 24-month probationary period has concluded. Probationary employees may be considered for competitive vacancies that are advertised within their respective division or field office after serving 90 days within the FBI.

b) A Letter of Requirement (LOR) is issued when a supervisor identifies leave abuse and/or when frequent absences negatively impact operations of an office.
  • Relocation expenses will be borne by the selectee, except FBI employees returning from LEGAT assignment. Employees returning from LEGAT assignments must advise the Staffing and Administrative Unit / International Operations Division of their application for this position.
