UNIT DESCRIPTION
Background Operations Security Section serves as the FBI's external Investigative Service Provider (ISP), conducts lead coverage for all personnel vetting scenarios for internal and external partners, and manages the FBI's continuous vetting program to detect and mitigate security-related concerns of trusted insiders.
KEY REQUIREMENTS
  • Must be a current, permanent FBI employee
  • Must be able to obtain an SCI clearance
  • Selectee will be required to complete form FD-887, Request for Access to Sensitive Compartmented Information (SCI)
MAJOR DUTIES
  • Prepare, present, and defend recommendations and findings to management in written reports and briefings.
  • Research policies, directives, and regulations to help proactively guide and direct divisional stakeholders through the course of daily operations.
  • Partner with the Finance and Facilities Division and other internal/external partners to financially manage and execute agency agreements.
  • Develop strategic plans; identify, project, and prioritize short and long-term goals to ensure compliance with the overall mission.
  • Monitor the execution of the budget to ensure that funds are properly allocated and are being spent in a timely and effective manner.
  • Recommends adjustments, such as redistribution of funds within budget accounts, in response to changes in programs and or funds available.
  • Exercised budget controls through review and approval of the obligation and expenditure of funds management.

Specialized Experience (SE)
GS-11: Applicant must possess at least one (1) year of SE equivalent to the GS-9 grade level. SE is defined as follows:
  • Researching and analyzing existing policies, reports, guidelines, directives, objectives, and available resources.
  • Formulating, developing and providing financial information for management controls in the execution of the budget.
  • Experience conveying complex financial terminology in a clear, concise, and succinct manner for dissemination and presentation.
GS-12: Applicant must possess at least one (1) year of SE equivalent to the GS-11 grade level. SE is defined as follows:
  • Experience maintaining effective internal controls of financial reporting tools by safeguarding assets and complying with appropriate laws and regulations.
  • Experience interpreting complex financial data and providing appropriate analysis for executive management's use in decision making.
Desired Skills
Desired skills are NOT mandatory and will NOT be utilized to minimally qualify applicants.
  • Experience maintaining effective internal controls of financial reporting tools by safeguarding assets and complying with appropriate laws and regulations.
  • Experience interpreting complex financial data and providing appropriate analysis for executive management's use in decision making.
  • Experience as a Contracting Officer's Representative (COR) with a COR Level II (FAC-COR Level II) certification or in the process of obtaining COR Level II certification.

  • Limited Movement: Policy has been implemented wherein support employees entering a position may be precluded from moving to another position within the Bureau through reassignment or change to a lower grade for a minimum of 12 months. HRD will waive this limited movement policy for qualified employees, who have received an official notification letter that their current position is being relocated due to an organizational restructuring initiative, so those employees can compete for a position elsewhere. Voluntarily leaving a position with a relocation incentive may result in loss of that incentive. Please notate that you have received an official notification letter within your application.
  • Probationary employees are precluded from being considered for all job opportunities until 12-months of their 24-month probationary period has concluded.   • Relocation expenses will be borne by the selectee, except FBI employees returning from LEGAT assignment. Employees returning from LEGAT assignments must advise the Staffing and Administrative Unit / International Operations Division of their application for this position.
