The Falls Creek Borough is seeking a highly motivated, organized, and experienced professional to serve as its next Borough Manager. This is a leadership position responsible for the day-to-day administration of borough operations, municipal utility administration, financial oversight, personnel management, and support of Borough Council and the Municipal Authority.
The successful candidate will possess exceptional organizational, financial, and communication skills and demonstrate the ability to work collaboratively with elected officials, employees, residents, consultants, and regulatory agencies while ensuring efficient municipal operations and excellent public service.
The Borough Manager will:
- Direct and oversee the daily operations of the Borough office.
- Supervise office personnel and Public Works staff.
- Implement policies established by Borough Council and the Municipal Authority.
- Work closely with Borough Council, Authority members, committees, engineers, solicitors, and other professional associates
- Respond professionally to resident questions, concerns, and complaints.
- Coordinate special projects and municipal initiatives.
- Oversee municipal authority utility billing, collections, and delinquent account processes.
- Manage payroll processing, employee timesheet review, and payroll records.
- Oversee accounts payable, invoice processing, and vendor payments.
- Monitor bank accounts and reconcile financial records.
- Lead the preparation, administration, and monitoring of Borough and Municipal Authority budgets.
- Review financial reports and present for Borough Council and Municipal Authority meetings.
- Assist with annual financial audits and provide requested documentation to auditors.
- Prepare agendas, meeting packets, supporting documentation, and financial reports for Borough Council and Municipal Authority meetings.
- Attend regular and special meetings and record, prepare, and maintain accurate meeting minutes.
- Prepare, organize, and maintain resolutions, ordinances, and other official municipal records.
- Prepare and submit required local, county, state, and federal reports.
- Administer Right-to-Know requests in accordance with Pennsylvania's Right-to-Know Law.
- Ensure compliance with Pennsylvania's Sunshine Act and other applicable municipal laws.
- Maintain records retention schedules and oversee municipal record management.
- Coordinate legal advertisements, public notices, and required public filings.
- Maintain familiarity with municipal building, and land development processes and coordinate with zoning officials, code enforcement, engineers, and developers.
- Research, prepare, submit, and administer grant applications and funding opportunities.
- Assist with long-range planning and capital improvement projects.
Qualifications
- The Borough values practical experience and demonstrated ability. Applicants with an equivalent combination of education, professional training, and progressively responsible experience demonstrating the knowledge, skills, and abilities necessary to successfully perform the essential duties of the position are strongly encouraged to apply. Post-secondary education in public administration, business administration, accounting, finance, or a related field is desirable.
- Experience with water and sewer utility administration is highly valued.
- Strong financial, accounting, budgeting, accounts payable/receivable knowledge is key.
- Supervisory and personnel management experience.
- Excellent office administration and organizational skills.
- Experience preparing detailed reports and maintaining records systems.
- Exceptional written and verbal communication skills.
Candidates should demonstrate proficiency with:
- Microsoft Word, Excel, Outlook, and Teams
- Document management and electronic and paper filing systems
