GRANT SUMMARY

The goal of the Athabascan Outreach and Resiliency (AOR) Project is to improve health and wellness by preventing the onset of psychosis (CHR-P) and lessen the severity of psychotic disorders among American Indian and Alaska Native (AI/AN) youth and young adults. This project will provide trauma-informed, culturally resonant, evidence-based interventions using a stepped-care model and integrate medication management, psychotherapy, case management, family support, and educational and vocational support tailored to the individual needs of young people experiencing early symptoms of psychosis to improve outcomes and promote recovery.

 

POSITION SUMMARY: 

This position is responsible for ensuring that all grant requirements are met and is responsible for the day-to-day operations of the project, performing general management functions including project planning & development, personnel management, and assisting with or performing budgeting and procurement of funds management. Point of contact for SAMHSA GPO.

 

JOB DUTIES

  • Manages daily project operations, grant compliance, staff supervision, budget oversight, and required report creation. Oversee AOR technical and programmatic aspects of the project award. 
  • Creates, implements, and expands project services and support. 
  • Represents administratively, as a non-voting member of the Behavioral Health Community Coalition (BHCC), the Outreach and Resiliency (AOR) Project to promote culturally responsive collaboration with educational facilities, health, law enforcement, and cultural/spiritual domains while promoting respect for tribal sovereignty. 
  • Works in tandem with Fairbanks Native Association’s Behavioral Health programs/projects, including the Hope Project and the Athabascan Behavioral Health Clinic, ensuring AOR-required CHR-P services do not supplant grant funding of another program by overseeing coded Staff Activity Logs. 
  • Addresses the need to engage the target population in project services and support through recruitment and cross-provider training. 
  • Develop a written plan describing outreach, evidence-based screening and assessment, referral pathways, and recovery support services. 
  • Monitors Substance Abuse and Mental Health Services Administration’s (SAMSHA) reports to improve the project processes and make SAMSHA Project Officer-approved adjustments. 
  • Develop an Annual Sustainability Plan in coordination with the BHCC.
  • Monitors project budget and ensures all grant requirements are met by overseeing contract deliverables with responsibility for achieving project goals and objectives.
  • Supervises project to ensure all services are providing culturally appropriate, trauma-informed care and are guided by evidence-based practices. 
  • Ensures performance improvement and quality management by participating in continuous quality improvement and data-driven decision-making processes to assess program efficacy and drive quality improvements. 
  • Ensures adherence to data collection requirements. 
  • Implements project services in a timely manner. 
  • Meets with the Project Evaluator quarterly while overseeing quality assurance. 
  • Represents AOR in the Fairbanks community. 
  • Attends ANA grantee meetings. Performs other job-related duties as assigned.

 

NECESSARY KNOWLEDGE, SKILLS, AND ABILITY

  • Project management experience and expertise in managing project budgets, forecasting costs, and ensuring financial accountability
  • Familiarity with industry-specific regulations and compliance requirements.
  • Demonstrated ability to lead cross-functional teams, fostering a collaborative and productive work environment. 
  • Skilled in identifying, assessing, and mitigating risks to minimize project impact.
  • Excellent verbal and written communication skills, capable of conveying complex information clearly to stakeholders at all levels. 
  • Flexible and able to adjust to changing project requirements and unexpected obstacles.
  • Strong understanding and sensitivity to diverse cultures and lifestyles, with demonstrated experience working effectively with Alaska Native populations.
  • Ability to protect confidentiality is essential; HIPAA & 42 CFR compliant.
  • Knowledge and ability to interpret/understand billing procedures.
  • Skill in managing multiple priorities and tasks concurrently and meeting their deadlines.
  • Ability to operate a computer and navigate database software.
  • Ability to work independently as well as with teams.

MINIMUM QUALIFICATIONS (Education & Experience)

  • Bachelor’s degree in psychology, social work, counseling, or related field.
  • One (1) years of experience working with AN/AI population and experience providing culturally specific services.
  • Two (2) years of experience working in Behavioral Health project management.
